The Team
The Policy and Legislation, Mental Health and Substance Use (MHSU) Division is a dynamic and welcoming team focused on addressing key issues related to the Mental Health Act (MHA). Formed in fall 2023, our team includes a Director, a Senior Policy Analyst, two Policy Analysts, and a Junior Policy Analyst. We’re passionate about creating meaningful policy and upholding the ministry’s commitments to the MHA. The Role
In this Senior Policy Analyst role, you'll report directly to the Director of MHSU Policy and Legislation and play a crucial part in shaping and researching policies that drive the Ministry of Health's commitments to the Mental Health Act (MHA). You'll collaborate with the Attorney General, Legal Services Branch, and health authorities, and dive into data to support impactful policy development. Qualifications:
Education and Experience Requirements

  • Masters Degree (preferred) in public or business administration, health sciences, social work, psychology, nursing, medicine, or a related field and a minimum of 4 years progressive and recent, related experience* OR
  • Bachelor’s Degree in public or business administration, health sciences, social work, psychology, nursing, medicine, or a related field and a minimum of 5 years progressive and recent, related experience* OR
  • Diploma in public or business administration, health sciences, social work, psychology, nursing, and a minimum of 6 years progressive and recent, related experience* OR
  • A minimum of 7 years progressive and recent, related experience*

*Recent related progressive experience must include:

  • Developing and implementing human services policy, responding to issues, and managing projects, including performance measurement.
  • Leading complex projects (high public profile, large budgets, multi-year and/or divergent stakeholder issues), preferably within the mental health and substance use field
  • Manipulating, analyzing and interpreting large data sets, drawing out salient information and recommending remedial and/or government strategies
  • Experience providing policy and issues-management advice to senior executives and preparing briefing materials
  • Experience in the demonstrated application of service design and UX principles to optimize a client-centred approach to policy and service design.

Preference may be given to candidates with the following:

  • Experience in the health care, social policy, or mental health and substance use sector.
  • Experience in evidence-based research, quality improvement, and/or monitoring and evaluation of programs and policy.
  • Experience in planning, managing, and coordinating projects and/or project components.
  • Experience providing business analysis related to integrated custom applications with complex business processes, preferably in a Microsoft environment.
  • Experience in applying GBA+ and culturally safe approaches to policy and service design.
