Description

The Team
The Youth Justice Policy team is situated in the Ministry of Children and Family Development’s (MCFD) Strategic Initiatives Branch within the Strategic, Integration, Policy, and Legislation Division.  The Division supports the Ministry and the children, youth, young adults, and families that it serves by providing advice and support on a range of functions, including strategic and operational policy; strategic implementation, communications, and external engagements on priority projects; legislation; litigation; research, and expertise and support on several cross-government initiatives.

The Youth Justice Policy team is leading the modernization of British Columbia’s youth justice mandated services and is responsible to lead a review of British Columbia’s youth justice mandated services and develop options for transforming the youth justice services in BC to ensure that the system is responsive, trauma-informed, and culturally grounded to better support accountability, public safety, and the meet the unique needs of youth at all stages of intervention.   

The Role
As a Director of Strategic Youth Justice Policy, you will report directly to the Executive Director and be responsible for leading significant province-wide policy initiatives that will impact the Ministry’s core business of how Youth Justice Services are delivered. This work has province-wide impacts both internal MCFD operations and externally to children, youth, young adults, families, communities, and sector partners. You will act as the key lead for the Strategic Youth Justice policy initiatives inclusive of any recommendations to government that impact existing and new programs with staffing (bargaining unit) implications across the ministry. This includes policy and program change recommendations to Cabinet, funding requests to Treasury Board and senior government leaders.

This exciting role leads these province-wide policy initiatives by working collaboratively with a broad range of ministry staff and cross-government and federal partners as well as Indigenous leadership (First Nations Justice Council, Métis Nation BC, Modern Treaty Nations, etc.), Indigenous community agencies, and the broad social sector to develop and implement integrated, comprehensive, and culturally safe policies and province-wide service delivery system that supports positive outcomes for youth and promotes accountability and public safety. 

Qualifications:
Education and Experience Requirements

  • Master’s degree in social sector, health, psychology or public administration, plus 4 years of relevant experience, or an equivalent combination of education and experience may be considered.
  • Relevant experience should include: 
    • At least three (3) years of senior level policy analysis experience in the social sector.
    • At least three (3) years in planning, coordinating, and leading a team to deliver on numerous complex projects/assignments. 
  • Experience leading, developing, and managing strategic policy initiatives/complex projects through the development of legislation, regulation and/or broad scale polices or programs. Preference may be given if experience was acquired in a government or social sector setting. 
  • Experience working with senior government officials, senior level professionals, and a wide range of partners to advance strategic initiatives, including providing policy and issue management advice and recommendations to senior staff executive.
  • Experience establishing and maintaining collaborative relationships with Indigenous and community and senior leadership across government including development and management of significant engagement processes.
  • Experience in the full procurement life cycle and contract management including analyzing complex issues, evaluating options and recommending solutions.
  • Two (2) years of experience with human resources management including leading and coaching professional staff, performance planning and performance management.
  • Experience dealing with confidential, high-profile, and politically sensitive issues.
  • Experience in the development of legislation, regulation and/or policy.


Preference may be given to qualified applicants who: 

  • Have experience working with children, youth, and their families.
  • Have experience working with community-based child, youth, and family service delivery partners.
  • Have experience in social policy leadership.
  • Have experience working with Indigenous children, youth, and families, and with First Nations, Métis and Inuit agencies.
  • Self-identify as First Nations, Métis or Inuit with the required combination of education and experience. 
  • Have lived or living experience of, or experience working with youth involved in the justice system.

About this Position:
Flexible work options are available; this position may be able to work up to 5 days at home per week subject to an approved telework agreement.
