The Team
The Issues Response Team at the Ministry of Children and Family Development is a dedicated, collaborative group responsible for managing sensitive and complex cases that have a significant impact on children and families and Ministry staff across British Columbia. The team is comprised of a Manager and three Practice Analysts, with guidance from a Director. This established team works closely with ministry staff, leadership, and the BC Coroners Service. The Issues Response team’s responsibilities include responding to correspondence on behalf of the Minister, or Deputy Minister, drafting information bullets for Members of the Legislative Assembly, supporting interprovincial practice and dispute resolution and liaising with the BC Coroner’s Service to ensure accurate tracking of and correct information pertaining to child and youth fatalities is recorded. The team values integrity and mutual support, operating with an inclusive approach to handling high-profile cases involving children and families in critical need.
The Role
The Manager leads, supervises, and supports the team while maintaining strong relationships with internal branches, Indigenous agencies, and external partners. The Manager ensures senior executives and the Minister’s office are informed of high-profile, sensitive situations across the province by delivering timely and accurate briefings. This role involves analyzing complex issues, including those raised by media or external sources, and situations involving child and youth fatalities. The Manager takes the lead on behalf of the ministry in the unfortunate event that a child dies and an Inquest is held by the Office of the Coroner.
Qualifications:
Education and Experience Requirements
- Bachelor’s Degree or higher in Social Work, or Bachelor’s Degree or higher in Child & Youth Care, Master's Degree in Educational Counselling Psychology/Master of Arts in Counselling Psychology;
NOTE: If this education was obtained outside of Canada, you need to confirm it has been assessed for equivalency through the International Credential Evaluation Services (ICES). You must provide a comprehensive report and the MCFD supplemental report by the closing date of this posting to be considered; OR
- Bachelor’s Degree in a Human Services field OR Bachelor’s Degree with a Major/Honours in a Human Services field PLUS Minimum 3 years of recent related work experience

- Human Services fields include Psychology, Sociology, Criminology, Anthropology, Early Childhood Education, Indigenous Studies, Education and Nursing.
- Recent related work experience includes experience gained after completing the required education, and includes working with children, youth and families in a number of settings (must be gained within the past 5 years).
- Experience within the Ministry of Children and Family Development or an Indigenous Child and Family Service Agency, with increasing depth and breadth of responsibilities in one or more of the following service areas: child protection and family services; guardianship, adoption and permanency; youth services; children and youth with support needs; child and youth mental health; or youth justice.
- Experience developing and maintaining working relationships and resolving problems with ministry teams, oversight agencies and/or external partners.
- Experience providing expert advice and assistance regarding legislation, regulations, policies and procedures.
- Experience using Microsoft Office applications including Word, Excel, and SharePoint.
Preferences may be given to applicants who:
- Five (5) or more years of experience in child protection services.
- Supervisory/Manager experience.
- Identify as Indigenous (First Nations, Métis or Inuit).

Flexible work options are available; this position may be able to work up to 4 days at home per week subject to an approved telework agreement.
