Are you a strategic leader with operational experience leading or overseeing criminal or regulatory investigations? Are you looking for a role dedicated to serving the public and strengthening police accountability?

The Executive Director is responsible for leading the day-to-day oversight operations and project initiatives supporting the Commissioner’s vision and strategic priorities. This position provides leadership within the OPCC by proactively leading the development of new operational policies or procedures and the change management associated with each. This position will be responsible for leading the implementation of significant legislative reform and other strategic initiatives, while ensuring program areas relating to oversight operations are appropriately resourced, structured, and supported for success. The Executive Director will be responsible for building and managing relationships with interested parties, including senior policing officials. They must also be able to lead, communicate, and work across disciplines using a trauma informed and culturally competent lens ensuring an anti-racist approach to all facets of our work. As a key member of the senior management team, the Executive Director must demonstrate a strong executive leadership profile, promoting staff empowerment, wellness and professional development, and motivating peak performance to support the delivery of our services to a diverse public.

This position will also be required to exercise duties and functions under Part 11 of the Police Act as delegated by the Police Complaint Commissioner and provide both strategic and expert operational advice to the Police Complaint Commissioner and Deputy Police Complaint Commissioner.
 

Qualifications

This position will be of interest to applicants who demonstrate the following:

Required Qualifications:

  • A university degree in a related field (e.g., law, social sciences, justice studies, public policy, or public administration)
  • A minimum of five years of relevant work experience. Relevant experience is listed below:
    • Leading or overseeing investigations in a regulatory or criminal context (e.g., police agencies, crown counsel, professional investigative or regulatory bodies).
    • Leading and supervising multi-disciplinary staff operating within a statutory decision-making framework.
    • Providing strategic advice and recommendations to senior management and executives on complex issues.
  • Demonstrated experience leading and managing projects of a significant size, complexity, and importance. 
  • Demonstrated experience building and maintaining effective working relationships with internal and external partners and interest holders. 
  • Demonstrated experience consensus-building and negotiating complex issues amongst diverse interested parties.
  • Demonstrated experience in the development of strategies that improve the long-term effectiveness of the organization.
  • An equivalent combination of education and experience may be considered.
  • Successful completion of Enhanced Security Screening will be required.

Preferred Qualifications:

  • Over five years of management experience in a regulatory or civilian oversight body.
  • Over five years of management experience at progressively more senior levels in a justice sector organization.
  • Graduate degree in a related field (e.g. law, social sciences, justice studies, public policy, or public administration)
