Description

The Team
The Learning and Development Branch (L&D) is responsible for developing training for Ministry of Children and Family Development (MCFD) and Indigenous Child and Family Service Agency (ICFSAs) staff. The branch consists of 30 staff who are collectively responsible for the analysis, design, development, implementation and evaluation of training. L&D is a dynamic workplace that is dedicated to supporting staff, fostering learning, and making a meaningful impact on children, youth and families across the province. The Projects Team is well established and consists of five staff who work collaboratively with our colleagues on the Programs and Operations Teams. 

The Role
Learning Managers on the Projects Team work closely with subject-matter experts and ICFSA representatives to conduct learning needs analyses and to design and build training. Our training helps learners develop their practice to align with policy, legislation and best practice. We produce and support training that is required for staff to become delegated to provide specific services to children, youth and families in B.C. and training that supports their ongoing professional development.

Qualifications:
Education and Experience Requirements

•    Bachelor’s or Master’s degree in a related field (such as Education, Adult Education, Adult Learning and Teaching); OR an equivalent combination of education and/or experience.
•    Minimum 2 years’ continuous experience in the full process of developing training.
•    Minimum 2 years’ continuous experience analyzing client needs, and planning learning solutions using a wide range of learning technologies.
•    Minimum 2 years’ experience facilitating multiple working groups of subject matter experts to design, develop and deliver quality learning products.
•    Preference may be given to candidates that have direct experience working in learning within the Health and Human Services sector.
•    Preference may be given to candidates with public sector procurement and financial management.
•    Preference may be given to candidates with experience with online development tools (e.g., Articulate (Rise and Storyline360), Adobe Creative Suite, Camtasia).

•    Occasional travel may be required in this position.

About this Position:
Currently there is one (1) temporary opportunity available until January 30, 2026.
This position can be based in any of the following Ministry of Child and Family Development offices:  Victoria, Vancouver, Surrey, Burnaby, or Nanaimo.
Flexible work options are available; this position may be able to work up to 4 days at home per week subject to an approved telework agreement.
An eligibility list may be established to fill future temporary and permanent vacancies.
A Criminal Record Check (CRC) will be required.
Employees of the BC Public Service must be located in BC at the time of employment.
This position is excluded from union membership.
