Description
The Team
The Clean Transportation and Programs branch is well established in the Ministry of Transportation and Transit and is responsible for the planning and delivery of programs that support air policy, active transportation as well as climate action. This includes programs and policies that increase the safety and accessibility of many forms of transportation – active (cycling and pedestrian), aviation, and emission reduction in the marine, road, and trucking sectors. The Programs area includes 13 team members, with 6 of the positions reporting to the Manager, Grant Programs, Air and Rail Policy and 4 positions reporting through the Manager, Passenger Transportation Accessibility Program, and both Managers reporting to the Director of Programs.
The Role
The Manager, Grant Programs, Air and Rail Policy supports Ministry activities related to grant programs and air and rail policy. This is critical to supporting the branch's responsibilities in terms of planning and delivery of programs supporting air policy, railways safety and grant administration. The position is responsible for ensuring statutory requirements under the BC Railway Safety Act, as well as administration, reporting and oversight of grant programs, program guides and documentation, application process, and hiring and training staff. The position is also responsible for providing strategic support for maintaining air policy, including ongoing operations, engaging stakeholders, announcing program updates, managing intake and review and continuous program improvement.
Qualifications:
Education and Experience Requirements
- Bachelor’s Degree or higher in business, law, public administration, economics or related discipline and a minimum of three (3) years of *related experience; OR
- Diploma or higher in business, law, public administration, economics or related discipline and five (5) years of *related experience; OR
- An equivalent combination of education and experience may be considered [i.e., seven (7) years of *related experience].
*Related experience includes any of the following:
- Experience developing (or contributing to the development of) public policy including research, analysis and evaluation of related issues, and developing recommendations to senior government decision-makers (i.e. Treasury Board, Cabinet and other related submissions).
- Experience developing and managing significant projects or programs.
- Experience conducting consultations with government and external stakeholders.
- Experience concisely and persuasively writing a range of documents/content.
- Experience supervising staff and leading teams.

About this Position:
Flexible work options are available; this position may be able to work up to two (2) days at home per week subject to an approved telework agreement.
