About the Role
The OAG’s Information and Technology Services unit operates independently from the province’s Office of the Chief Information Officer (OCIO) technology infrastructure, related resources, and services. Reporting to the Chief Information Officer (CIO), the Director, Digital Delivery and Operations (DDO) will provide overall digital business leadership to establish technology strategies including cloud strategy, infrastructure modernization, and oversight of IT operations. The DDO will take direction from the CIO and work in partnership with the Director, Security Architecture and Standards, and executive to optimize client service levels and costs, mitigate risks and ensure long-term sustainability.

Accountabilities
     • Provides insight and expertise to identify the business technology needs of the office; supports development of short- and mid-term technology strategies to enable achievement of OAG service plan objectives.
     • Facilitates innovation by providing advice and guidance on best practices to leverage new or emerging technologies capable of delivering desired business outcomes.
     • Facilitates business and IT alignment, connecting strategy to execution through collaboration, consultation and organizational change management; ensures digital business strategies are balanced with innovation and growth.
     • Oversees the implementation and maintenance of IT technologies and solutions, ensuring delivery of applications that meet or exceed security policies, best practices, and standards.
     • Establishes and communicates requirements in acquiring technology applications, services, systems, and equipment; negotiates and manages vendor contracts to cost, safety, and performance standards.
     • Using trendspotting techniques, determines how mainstream and emerging technologies can be used to advance business strategy.
     • Explores and improves how employees digitally engage internally and externally to advance understanding of needs and develop efficient solutions.
     • Provides advice and recommendations to the CIO on key resourcing decisions and technology investments; oversees financial resources and approvals associated with IT projects and operations.
     • Ensures monitoring and response protocols are implemented and internal and external systems performance are optimized.
     • Establishes business continuity and disaster recovery plans for review and approval; ensures integration across the organization.
     • Determines the goals, objectives, and performance measures of the IT support and infrastructure operations to achieve the defined outcomes for delivery of services.
     • Oversees projects and supports teams to ensure project objectives are met.
     • Manages contracted resources and professional services through RFPs.
     • Supervises staff, including assignment of work, development and evaluation of performance plans, and approvals of leave.

Job Requirements
     • A degree in business, operations management, public administration, information management and information technology, computer science, or a related/equivalent discipline. A combination of education and experience may be considered.
     • A minimum of four years of experience in the following areas:
          o Experience with successful deployment of new IT technologies and development processes in a medium to large IT organization.
          o Experience managing a portfolio of clients in a customer service environment.
     • Successful completion of security screening requirements of the B.C. public service, which may include a criminal records check, and/or Criminal Records Review Act (CRRA) check, and/or enhanced security screening checks as required by the OAG. (Note: It is important that you read the job posting carefully to understand the specific security screening requirements pertaining to the position.)

Preferences
     • Experience working with virtual desktop environments (for example, VDI).
     • Experience operating a DevOps or DAD lean model.
     • Experience implementing modern development tools, like the react framework.

Knowledge, Skills and Abilities
     • Knowledge of innovation methods including but not limited to facilitation.
     • Ability to build teams and resolve complex staff and/or client issues.
     • Ability to build relationships with multiple stakeholders, interested parties and private sector organizations/vendors.
     • Excellent communication skills, interpersonal and collaborative skills, and the ability to communicate IT concepts to technical and non-technical audiences.
     • Strong knowledge of consumer-facing app design, development and support using principles such as design thinking.
     • Change leadership.
     • Knowledge of privacy and security legislation.
     • Strong business acumen.

     • Must be eligible to work in Canada (Permanent Resident, Canadian Citizenship).
     • Successful completion of security screening requirements of the B.C. public service, which may include a criminal record check, and/or Criminal Records Review Act check, and/or enhanced screening checks as required.
     • Be flexible regarding ongoing changes in responsibilities, assignments, and corporate structures.
     • We support a flexible hybrid work environment. However, you must be able to work in the office when required by your supervisor.
