The BC Public Service Agency (PSA) is a central agency established under the Public Service Act and, in accordance with this legislation The PSA delivers expert HR supports and services for more than 37,000 employees and provides the leadership to support ministries with their evolving HR needs. Services include hiring, payroll, employee and labour relations, workplace health and safety, corporate learning and professional development, and many more.

The HR Services (HRS) division is responsible for providing core operational HR services including benefits, personnel record management, position classification, employment programs, human resource advisory and policy interpretation services, recruitment advice and support, and marketing and outreach, through a multi-channel, technology-enabled service model.

HRS operates with a customer service philosophy intended to ensure reliability and responsiveness in the services provided and to create value for the public service. Amidst growing caseloads and increasing complexity across service lines, HRS is committed to understanding the evolving needs of our clients, developing a deep understanding of their business, supporting them in achieving their business objectives, and modernizing how services are delivered.

The Assistant Deputy Minister (ADM) provides leadership to all managers and staff through the service, business, budget and workforce plans and in accordance with specified service standards. In addition, the ADM leads the development of strategic relationships and partnerships to support service delivery, while ensuring effective implementation and evaluation of transformed business processes into the organization.

The ideal candidate for this role will have a post secondary degree in a relevant field, and extensive, progressive senior leadership experience in a large, complex, performance-focused organization. Success in this role requires an ability to establish, transform, or realign business operations, lead strategic change, and foster an innovative, service-driven culture.

This exceptional leader has a proven record of successfully leading a team through significant business transformation initiatives across the full spectrum of HR functions. They bring with them proven digital leadership experience, with an aptitude for navigating and driving innovation in a fast-paced technology-driven environment. Along with extensive experience in designing, implementing, and delivering comprehensive human resources programs, the successful candidate is a collaborator who demonstrates sound judgment, excellent communication skills, while cultivating a culture of accountability, high performance, and continuous improvement.
