About the BCLDB:

The BC Liquor Distribution Branch (LDB) is one of two branches of government that provide oversight for the beverage alcohol and non-medical cannabis industries in the province. The LDB is responsible for the wholesale distribution of liquor and cannabis, and operates the retails brands BCLIQUOR and BC Cannabis Stores.

As part of the Chief Administrative Office, the Corporate Services (CS) team plays a critical role in supporting the entire organization. Comprised of Corporate Communications and Stakeholder Relations, Policy & Legislation, Corporate Privacy and Information, Sourcing and Vendor Performance, Strategy & Business Transformation, Social Impact & Environmental Sustainability and the Enterprise Project Management Office (EPMO), CS is driven by customer service and taking action to advise, consult and support each business area throughout the LDB.

The CS team is comprised of approximately 70 staff. What brings CS together as a team is the ability to work together to support both the operational areas of the business and other corporate service areas (e.g., Corporate Operations, Finance, Human Resources, Information Technology). The group has a strategic lens with a focus on ensuring the organization aligns and complies with corporate priorities, policies, legislation, best practices, and government mandate.


About this role:

The Director, Enterprise Project Management Office, is responsible for the implementation of all aspects of technology, people and processes related to the organization’s transformational initiatives. Such initiatives can be related to various LDB lines of business including Liquor and Cannabis Retail Services, Wholesale Services and Corporate Services.

Reporting to the Executive Director of Corporate Services, the Director, Enterprise Project Management Office provides strategic leadership and portfolio management for high impact enterprise (technology and non-technology) projects, programs and initiatives. The role defines, maintains, and implements enterprise project management methodology, including processes, governance, tools, metrics, and policies, to ensure optimal productivity, quality and business success.

The Director, Enterprise Project Management Office is a key member of the Project Review Board working closely with the senior executive team and CEO, as well as IT and business executives and directors to strategically plan, monitor and execute LDB’s portfolio of projects and programs in alignment with LDB strategic objectives. The EPMO establishes governance frameworks and processes; benefits management, ensuring benefits are identified, justified and achieved; project execution; and project optimization.

The Director, Enterprise Project Management Office provides program and project managers and operational teams with mentorship and direction toward successful delivery of multi-year, multi-million-dollar projects and programs. In addition, this role provides oversight of the application of processes and tools and ensures project and program managers comply with defined project and organizational standards and methodologies.

The Director, Enterprise Project Management Office, is responsible for ensuring project resources adhere to defined government requisites for projects including consistent processes and methodologies as well as financial and contractual requirements.

Position requirements:

Education and Experience:

Degree or diploma in computer science, business or a related field and a minimum of 7 years of progressive experience in project management, leadership skills, and strategic thinking.

OR

A secondary (high) school diploma or an equivalent certificate and a minimum of 9 years of progressive experience in project management, leadership skills, and strategic thinking.

*Recent, related progressive experience must have occurred in the last ten (10) years and must include the following:

  • Proven track record of successfully managing projects, ideally with experience in different methodologies (Agile, Waterfall, etc.).
    • Alignment – planning and prioritization of projects/initiative to align with strategy.
    • Executing – tracking and reporting project/initiative success.
    • Experience with stakeholder engagement, and managing organizational risk in a leadership role.
  • Experience creating, maintaining and executing the strategic plan of a business unit to align with organization direction.
