The Team
The Digital and Data Team is a growing, dynamic group within the Short-Term Rental Branch, dedicated to building and maintaining the modern digital systems that support the administration of BC’s Short-Term Rental Accommodations Act. Our team of ten, organized into three agile product teams, oversees the STR Registry, STR Data Portal, and STR Case Management System—tools essential to delivering on government’s commitment to address BC’s housing challenges. Our team works closely with operational teams for the STR Registry and Compliance and Enforcement Unit, as well as stakeholders such as local governments, short-term rental platforms and hosts. Together, we are designing and maintaining modern, user-focused systems that play a direct role in returning homes to the long-term rental market, making a meaningful difference for communities across the province.

The Role
As a Senior Business Analyst on the Digital and Data Team, you will be a key contributor to the design and delivery of modern, user-focused digital products that support BC’s Short-Term Rental legislation. Working in an Agile environment, you’ll partner with product owners, developers, designers, and operational teams to lead discovery activities, gather and analyze business requirements, and ensure solutions align with user needs and policy objectives. You will facilitate workshops, map processes, and translate insights into actionable stories and acceptance criteria. Beyond requirements, you’ll help track team and product objectives, measure outcomes, and support users with roll out of product enhancements. Your work will bridge business and technology, ensuring that the Short-Term Rental Registry and related systems are intuitive, effective, and impactful—directly contributing to returning homes to the long-term rental market and addressing housing challenges across the province.

Qualifications:
Education and Experience Requirements

  • Master’s degree and 2 years of related experience; OR

  • Bachelor’s Degree and 3 years of related experience; OR

  • Diploma and 4 years related experience; OR

  • Certificate or coursework and 5 years related experience; OR

  • An equivalent combination of education and experience may be considered.
     

Related experience must include the following: 

  • Experience providing business analysis on high-risk and/or high-profile projects.

  • Experience working in an Agile / Scrum environment with User Experience (UX)/Service Designer teams, Software Developers, and Product Owners to iteratively create or improve digital products and services from conception to production.

  • Experience with the design, configuration, maintenance and problem resolution of, software, operating systems, and network components.

  • Preference may be given to candidates with experience supervising or leading staff.
