Description

The Team
The Water Management Branch is responsible for the operational delivery of several provincial water programs including River Forecast Centre, Flood Safety, Dam Safety, Water Utilities Regulation, Water Allocation, and Water Business. These programs help ensure the public is safe from flooding and that the use and allocation of provincial water resources is done in a safe, fair, and sustainable manner. 

The Role
Reporting to the Head of Dam Safety, the Regional Dam Safety Head, is accountable for the supervision of staff at the professional or specialist level. This position manages staff and financial resources, ensures achievement of and evaluates the outcomes of program goals, and applies legislation, policies and professional standards. The Regional Dam Safety Head leads projects and strategic initiatives to address large-scale and controversial issues.

Qualifications:
Education and Experience Requirements

•   Master’s Degree in a technical or professional field related to water resource management, hydrology, hydraulics, or geotechnical, with preferred specialization in dam safety, construction, operations, hazards management, or other related field PLUS 5 years of related experience; OR
•   Bachelor’s Degree in a technical or professional field related to resource management, hydrology, hydraulics, or geotechnical, with preferred specialization in dam safety, construction, operations, hazards management, or other related field PLUS 7 years of related experience; OR
•   Diploma in a natural resources field and at least ten (10) years of related experience.

Related experience includes the following:    
•    Experience providing technical expertise and oversight in areas of:
     a)    Geotechnical and seismic hazards, specifically focused on dam safety and water retention infrastructure; AND/OR
     b)    Hydraulic and hydrological resource management specifically focused on dam safety and water retention infrastructure. 
•    Experience providing scientific/technical expertise, advice and recommendations to executive and senior management. 
•    Experience preparing and/or coordinating scientific/technical reports and leading research strategies and projects associated with dam safety and hazard management.
•    Minimum 5 years of supervisory experience.

Provisos:
•    Must complete in-house Dam Safety Program training to gain the Dam Safety Officer designation and upgrade that training as required to retain the designation. 
•    Required to remain current with advances in dam safety practice through active membership in the Canadian Dam Association (CDA).
•    Must possess and maintain a valid Class 5 driver’s licence and have the ability to operate a 4-wheel drive in all types of driving conditions both on and off road.
•    Availability 24/7 to respond to emergencies to perform a variety of duties within the scope of the position’s regular responsibilities.
•    Required to travel throughout the province and conduct field work which may include travel to remote areas by vehicle, boat, air or foot, overnight or extended stay in rough camp conditions and outdoor work in all weather conditions.  This requirement is estimated to be approximately 3 weeks per year. 
•    May be required, on occasional evenings and weekends to represent the Ministry at public meetings and events.

Flexible work options are available; this position may be able to work up to five (5) days at home per week subject to an approved Telework Agreement.
