The Team
The Passenger Transportation Enforcement Officer (PTEO) team plays a crucial role in enforcing compliance with the Passenger Transportation Act and related regulations to ensure the safety of passengers using commercial transportation services. This team focuses on protecting the public by maintaining high standards through proactive enforcement, education, and support for both the industry and the community. PTEOs are responsible for issuing warnings and prosecution notices and have the authority to delay or detain vehicles and drivers when necessary. Team members in Kelowna work alongside various professionals, including Commercial Vehicle Safety Inspectors, Regulatory Compliance Officers, Investigators, Community Outreach Coordinators, and Legal Advisors, creating a cooperative environment dedicated to public safety. The team's work significantly impacts public trust in the transportation industry by ensuring compliance and contributing to safer roads and a more reliable transportation system. The commitment to proactive compliance and community engagement is vital to maintaining the integrity of the sector.

The Role
The Passenger Transportation Enforcement Officer role is responsible for conducting roadside inspections, issuing Notice and Orders, and investigating complaints to enforce compliance with the Passenger Transportation Act. Officers can issue Violation Tickets, Cease and Desist Orders, and ensure licensed operators adhere to their regulations, significantly impacting public safety by reducing road hazards. Qualifications:
Education and Experience Requirements

  • Secondary school graduation or equivalent.
  • Valid BC Class 5 Driver’s Licence or equivalent in good standing, with no more than nine (9) points in the last five (5) year period.
  • Experience establishing, building and maintaining relationships with diverse partners and stakeholders.
  • Experience dealing with urgent and sensitive information which may have an impact on partners and stakeholders.
  • Experience preparing reports and formal documentation.

Preference may be given to applicants with one (1) or more of the following:

  • Experience interpreting and applying acts and regulations.
  • Experience regarding Road Transportation or Law Enforcement.
  • Experience with Auditing and Compliance.
  • Preference may be given to applicants who speak fluent Mandarin.

TRAINING REQUIREMENTS: Due to the specific nature of the work, the following must be held and maintained (Provided by Commercial Vehicle Safety and Enforcement Branch):

  • Provincial Peace Officer Status.
  • Emergency Vehicle Operators Course.
  • Total Control Driving Course.
  • Commercial Transport Inspector Mobile Training Course.
  • Justice Institute of BC Investigative and Enforcement Skills Certificate Program core courses.

Please note: to be considered for this position, you must be willing and able to provide your BC commercial driver’s abstract and personal driver’s abstract, or other jurisdiction equivalent, upon request. Your Personal Driving Record and Commercial Driving Record (N-Print) history must be recent (within the last five (5) years) and the abstract must be dated within 30 days of it being requested. To be eligible, your record must have:

  • No driving suspensions.
  • No more than nine (9) points total.
  • No more than eight (8) accumulative offences, including zero (0)-point offences.
