Description


The Team:
The BC Transportation Financing Authority (BCTFA) plays a key role within the Finance, Major Projects Branch, which supports some of the largest and most complex infrastructure investments in the province. As part of a 37-person branch, the team contributes to financial oversight and strategic support for high-impact programs and capital projects, such as transit expansions, bridge replacements, and active transportation initiatives. This work supports the BCTFA, BC’s largest taxpayer-supported Crown corporation, in delivering vital transportation infrastructure across the province.

The Role:
The Director of Finance leads key financial functions for the BCTFA, including accounting, financial analysis, and systems support, while also providing expert advice on funding strategies, investment planning, and financial policy. This role works closely with a dedicated team of six finance professionals who bring a high level of expertise, commitment, and collaborative spirit to their work. As the Director, you help foster a supportive, high-performing environment where continuous learning, thoughtful problem-solving, and a shared drive for excellence are part of everyday practice.

Qualifications:
Education and Experience Requirements:

  • Chartered Professional Accountant designation.
  • Expert knowledge of Public Sector Accounting Standards (PSAS) and Generally Accepted Accounting Principles (GAAP).
  • Considerable (minimum five (5) years’) related experience, which includes experience in each of the following:
    • financial forecasting and modeling including revenues, expenses (in particular debt servicing costs) and working capital;
    • working with fixed and variable debt instruments denominated in both Canadian and foreign currencies;
    • providing tactical and strategic advice to senior leadership on key financial issues to inform/influence executive decision-making including creating and presenting briefing documents and other financial reports;
    • assessing accounting issues related to complex agreements, business arrangements or transactions in accordance with PSAS and GAAP, including new and emerging guidance;
    • assessing financial performance and risk management of significant and multifaceted programs/projects;
    • interpreting legislation;
    • progressive leadership experience including leading diverse teams of specialists, professionals, and external resources; and,
    • supervising management and included staff.

About this Position:
There is currently one (1) permanent, full time position available.
This position is located in Victoria.
Flexible work options are available; this position may be able to work up to two (2) days at home per week subject to an approved Telework Agreement.
Employees of the BC Public Service must be located in BC at the time of employment.
An eligibility list may be established to fill future temporary and permanent vacancies in Victoria.
This position is excluded from union membership.
