Description

The Team
Land Use Planning and Cumulative Effects Division, Kootenay Boundary Region, Cumulative Effects Team.  Experienced team delivering the provincial Cumulative Effects Framework within the Kootenay Boundary Region and designing and implementing regional CE Frameworks with First Nations including assessment,  guidance and decision-support tools to help manage cumulative effects consistently and transparently across the natural resource sector.

The Role
The primary role of the Land & Resource Specialist is to lead the delivery of creative assessment and management solutions to strategic stewardship and resource management issues with the Kootenay Boundary regional Cumulative Effects Team. The role bridges environmental, social and economic disciplines of natural resource management by advancing implementation of cumulative effects policy, assessments, and analysis in support of ministry priorities and strategies, and stewardship outcomes. The position deals with complex natural resource issues that requires engaging in meaningful relationships with First Nations and diverse stakeholders.

Qualifications:
Education and Experience Requirements

  • Master’s degree in a natural resource management related field (e.g., Forestry, Geography, or Natural Resource Management) and 2 years of related experience, or
  • Bachelor’s Degree in a natural resource management related field (e.g., Forestry, Geography, or Natural Resource Management) and 3 years of related experience, or 
  • An equivalent combination of education and experience may be considered.

Related Experience in the last 5 years may include:

  • Experience managing multiple projects or leading a component (e.g., sub-project) of a major project or regional initiative. 
  • Experience in managing project teams.
  • Experience managing relationships with senior level stakeholders. 
  • Experience or knowledge in implementing provincial and regional First Nations consultation procedures.
  • Experience and knowledge of conflict and dispute resolution principles and practices.

Professional Registration and Certification Requirements

  • Registered, or immediately eligible for registration, as a fully licensed professional with the British Columbia professional association as required by the specialty area (i.e., Association of Forest Professionals, Institute of Agrologists, Association of Professional Engineers & Geoscientists). Note: "Immediately eligible for registration" means meeting all requirements for full professional registration and completing the process of obtaining full registration with the relevant BC professional association within six (6) months of employment.

Preferences

  • Training in project management or an equivalent combination of training and experience. 
  • Demonstrated experience in Cumulative Effects assessment, analysis, policy, and implementation practices.
  • Demonstrated experience or knowledge developing and promoting working relationships and collaboration with First Nations.
  • Experience directly supervising and leading staff.
  • Demonstrated experience facilitating groups whose members hold varying interests, in a natural resource context.
