Job Overview
Assists and supports day-to-day functions of Regional Operations in the development, delivery, and monitoring of the rehabilitation program, which is focused on the preservation and renewal of highway infrastructure and the performance of BC’s highway system.
Under the direction of the Regional Program Manager, this position monitors, analyses, and prepares detailed reports on the development and progression of the scope, schedule, and financial status of the Region’s projects in the Preservation program; Develops and maintains a database of the Region’s projects in the varying programs, and monitors and reports on the progression of the Region’s tenders in all construction related programs. Utilizes asset management tools to identify and prioritize regional assets for future years programming as well as supports District Program Managers in developing and tracking multi-year programs, program deliverables and accomplishments. Assists in regional contract development, procurement, and management to support delivery of the program. Assists with Electrical and Pavement Marking contracts coordination and reporting. Supports coordination of regional emergency preparedness and Disaster Financial Assistance Arrangements.
This position acts as the resource person within the Operations Branch and frequently interacts with regional, district and headquarters staff; outside agencies such as ICBC, BC Utilities, municipalities, consultants, special interest groups and the general public.
Qualifications:
Education and Experience Requirements
• Undergraduate Degree or higher in Business Administration, Finance, Geography, Civil Engineering, or related and a minimum of 1 (one) year related experience*; OR
• Technical diploma in Business Administration, Finance, Geography, Civil Engineering, or related and a minimum of 2 (two) years related experience*; OR
• Secondary school graduation (or equivalent) and a minimum of 3 (three) years related experience*; OR
• A combination of education and experience may be considered.
*Related Experience
• Experience developing highways-related technical written content (e.g. expense reports, briefing notes, project proposals, audit reports) for submission to management, internal and external stakeholders, and/or contractors.
• Experience tracking, reporting and administering programs specific to asset management.
• Experience in MS Office, Excel and Word.
• Experience in procurement service contract administration.
Preferences
• Preference may be given to applicants with experience in the transportation field or related to/associated with highway construction, rehabilitation, and project management.
Provisos
• Must have or be able to immediately obtain a valid BC Driver’s Licence.
• May be required to travel with occasional overnight stays required.
