Job Overview
The Consumer Taxation Programs Branch (CTPB) develops and delivers administrative and compliance programs under four consumption tax acts, namely the Provincial Sales Tax Act, Tobacco Tax Act, Carbon Tax Act and Motor Fuel Tax Act.
The Asset Compliance Section, comprised of two teams, is responsible for evaluating the risks of unremitted provincial sales tax and to conduct desk audits to determine non-compliance or validate tax exemptions for single asset and business asset transactions. Single asset transactions involve the purchase of aircraft, boats and vehicles. The Vehicles and Boats & Air team selects their single asset audit files from a pool of thousands of vehicle and boat transactions, and several hundred aircraft transactions each year. The data is gathered from a variety of outside agencies such as ICBC, Transport Canada and Canada Border Services. The Business Asset team contacts new PST registrants to determine outstanding PST liabilities on the acquisition of business assets. They also contact businesses located outside the province, operating in BC temporarily, about their business assets used in BC.
The Program Analyst will lead and coordinate research, analysis, development and implementation of strategic policies for the section relating to maximizing revenue collection on an asset transaction under the Provincial Sales Tax Act.
Qualifications:
Education and Experience Requirements
- Degree in Economics, Commerce, Public Administration or a related degree and three (3) years of related* experience
- An equivalent combination of education and experience may be considered
*Related experience includes all the following experience:
- Interpreting and administering legislation (preferably taxation) and providing advice on policy, procedures and guidelines
- Preparing and writing high profile materials (such as briefing notes, issues papers etc.)
- Managing projects or project components
- Providing advice on policies, programs or legislation and facilitating the introduction of new policies, programs and legislation
- Analyzing, summarizing and reporting program or system data
Preference may be given to the following:
- Experience with business analysis
- Experience with continuous improvement initiatives
- Experience with administering exemption and refund provisions under provincial tax statutes
- Experience using the Gentax
