Job Overview

To develop, implement, maintain, and continuously improve the ministry’s comprehensive internal control (IC) framework. This role provides oversight of financial governance practices, ensuring compliance with legislation, policy, and internal standards. It leads the identification and mitigation of operational and financial risks, supports audit readiness, and strengthens accountability across ministry programs. The position also guides staff through training, advisory support, and the development of consistent control procedures.

Qualifications:
Education and Experience Requirements

  • Degree in finance, economics, commerce, business/public administration, or relevant/related field; OR
  • An equivalent combination of education and experience may be considered.
  • Two (2) or more years’ experience working with financial controls, policies and processes.
  • Two (2) or more years’ experience researching financial policy issues, conducting policy analysis, and presenting recommendations.
  • Experience writing reports and briefings for senior executives and/or developing communication for a diverse audience.


Preference may be given to applicants with the following:

  • CPA (Charted Professional Accountant) Student, Candidate, or designated CPA.
  • One (1) or more years’ experience using database, spread sheets, reporting tools and presentation software.
  • Team lead or supervisory experience in a union environment.
  • Experience in planning, developing, managing, and delivering on-line and in-person training.

About this Position:
This position can be based out of any of the location(s) listed above (Surrey, Vancouver or Victoria).
Flexible work options are available; this position may be able to work up to 3 days at home per week subject to an approved telework agreement.
An eligibility list may be established to fill future permanent vacancies.
A Criminal Record Check (CRC) will be required.
Employees of the BC Public Service must be located in BC at the time of employment.
