Job Overview
The Transformation Specialist plays a key role in advancing ELMSD and WorkBC priorities by leading and supporting business operations, modernization, digital enablement and systems delivery transformation initiatives. The role integrates systems change management, program analysis, business process optimization and systems analysis to support the design, implementation and continuous improvement of WorkBC programs, digital platforms, and supporting systems.
Working closely with policy, operations, IM/IT partners, service providers and external stakeholders, the position ensures that people, processes, data and systems are aligned to deliver accessible, client-centered and sustainable employment services.
Qualifications:
Education and Experience Requirements
- Master’s Degree and 1 year of *related experience; OR
- Bachelor’s Degree and 2 years of *related experience; OR
- Diploma and 3 years *related experience; OR
- Certificate or coursework and 4 years *related experience; OR
- An equivalent combination of education and experience may be considered.
*Related experience must include each of the following:
- Experience with and proficiency in Microsoft Office Suite, including Word, PowerPoint, Outlook and Excel.
- Experience in leading training sessions in the BC Public Service.
- Experience working in a public sector service delivery organization.
- Experience supporting organizational planning and reporting including business planning processes.
- Experience supporting governance boards and committees.
- Experience in supporting and conducting organizational changes.
- Experience in business planning and performance management.
- Experience leading Change Management initiatives with internal and external impacts.
- Experience coaching executive and project managers through their Change Management roles and responsibilities.
Preference may be given to applicants with the following:
- A Certificate in Change Management and Service Design.

About this Position:
Currently there is one (1) temporary opportunity until March 31, 2027 that may extend or become permanent.
