Job Overview
The Director, Planning and Business Intelligence plays a key role in supporting oversight of the legal aid system by monitoring total (and program specific) demand among services providers and assessing the budgetary implications for government. This position works closely with financial staff from Legal Aid BC (LABC) a Crown agency with an operating budget of over $160 million, about 95% of which is provided by the Province; LABC is subject to ongoing and rigorous oversight, budget management and financial reporting for which the Director is accountable. This position also works with other justice service providers to support ongoing expenditure management while ensuring government is meeting its constitutional obligations to deliver state funded counsel. This includes works closely with service providers to regularly adjust service levels and associated program policy to balance government's legal and financial obligations.
The Director is responsible for managing the annual budget planning process, service planning, regular financial reporting and completing the analysis required to assess the financial and operational performance of service providers within the legal aid system. This includes establishing strong relationships across the justice sector to identify issues proactively while balancing the needs of service providers, the Justice Services Branch (JSB), the Ministry and the broader Government Reporting Entity, including Crown Agency and Board Resourcing Office (CABRO) and Treasury Board staff.
The Director provides confidential information and advice to the Executive Director and other senior executive members on a broad range of rapidly emerging and sensitive issues relevant to the Province’s justice system and specifically regarding the administration of legal aid and access to justice.
Qualifications:
Education and Experience Requirements
- Bachelor's or higher degree in financial management, business administration, public administration, or another related field and three years of related experience. An equivalent combination of education and experience may be considered.
Related experience must include:
- Experience with government financial management and control practices. This must include experience supporting budget planning/ forecasting activities and experience leading the development of Treasury Board submissions and related briefing documents and reports.
- Experience completing analysis, interpretation and developing narrative summaries of large data sets, (financial data and/or service/program intelligence) to support the design and/or evaluation of policy, programs, and services.
- Experience working with senior officials both internal and external to government.
- Experience supervising staff including the assignment of work, development and evaluation of performance plans, and approval of leave.
Preference may be given to applicants with:
- A master’s level degree in financial management, business administration, public administration, or another related field.

About this Position:
Flexible work options are available; this position may be able to work up to 3 days at home per week subject to an approved telework agreement.
