The Team

The Independent Correctional Adjudicators (ICA) are responsible for conducting hearings to determine whether an incarcerated person breached a rule under the Correction Act Regulation (CAR) and, if so, whether to impose a penalty and in what form. The disciplinary process and available penalties are outlined in the CAR. ICAs are also responsible for producing timely, clear, concise, and well-reasoned decisions based on the evidence presented, relevant legislation, and applicable legal principles. In almost all cases, ICAs provide written decisions within hours of the hearing. As the new leader of this team, the Chief Adjudicator will foster an inclusive, respectful, and supportive environment while providing guidance, expertise, and mentorship to professionals doing challenging and meaningful work with diverse and sometimes vulnerable clients.

The Role

The Chief Adjudicator conducts hearings as noted above and, guides the team of seven Independent Correctional Adjudicators to provide consistent, high‑quality, and equitable services. This role combines decision‑making, team leadership, and policy input, with work that directly impacts the rights of adults in custody and supports public safety. Qualifications:
Education and Experience Requirements

  • A degree in law from a recognized university and a member of a provincial law society or eligible for call and admission; and related experience OR
  • An equivalent combination of related experience, education and training may be considered. (This must include some formal post-secondary level course work in a related field.)

Related experience must include the following:

  • A minimum of two years’ (within the last five years) experience making, or overseeing, high-level decisions grounded in administrative law in a quasi-judicial setting, including decisions based on fact and law.

This includes:

  • Reviewing and analysing submissions and evidence from multiple parties;
  • Assessing the relevance and reliability of evidence, and making findings of fact; and
  • Taking into consideration applicable legislation, policy, and the principles of administrative fairness.

Preference may be given to a candidate with the following experience:

  • A minimum of two years’ recent (within the last five years) management experience which includes:
    • Leading a diverse workgroup.
    • Human Resources administration (i.e. recruitment, retention, performance management, training and development).
    • Overseeing quality assurance in a client-focused organization.

Applicants must not have been employed at any time in the previous five (5) years by (unless that person is a member of (or is eligible for membership to) a Law Society of a province or territory of Canada.):

  • A correctional authority to work in a correctional centre, penitentiary, probation office or parole office;
  • A sheriff service to work as a peace officer;
  • A policing agency to work as a peace officer; or
  • A prisoner advocacy organization,

There is currently a temporary opportunity available until May 31, 2029.
