Job Overview
The Procurement, Contract and Risk Management Services (PCRMS) has overall ministry accountability for the strategic leadership, direction, and governance to support the planning, development, implementation, and monitoring of the Ministry’s procurement, contracting and risk management policy and practices, including coordination and management of claims and litigation for the ministry. The PCRMS acts as the center of excellence, providing guidance and expertise to support stakeholders across the Ministry and Government to guide effective and consistent procurement, contracting, program performance and risk management practices. This includes the responsibility to deliver on government priorities and evolving procurement transformation initiatives. The Manager of Claims and Litigation leads a dynamic team that provides expert comprehensive advice, guidance and Ministry direction to effectively manage and resolve thousands of claims annually to minimize risk exposure and maximize financial recoveries for damages to our transportation infrastructure. The position has accountability to coordinate and manage hundreds of complex litigation files which requires working closely with the Ministry of Attorney General. As the acknowledged ministry expert, the Manager applies technical advice and professional direction concerning files which result (or may result) in legal action against the Ministry, or for which the Ministry may initiate legal action. The position regularly engages with all levels of Ministry staff including senior management, legal council other government officials, and external stakeholders such as claimants and insurance providers.
Qualifications:
Education and Experience Requirements
- Related degree or diploma; and/or training in risk and claims management, or law related courses; or an equivalent combination of education and related experience may also be considered.
- Experience reviewing and interpreting complex information and/or legal documentation.
- Experience developing and implementing procedural/instructional documentation, recommendations and/or directives.
- Experience communicating with a diverse range of clients with varied/distinct interests.
- Experience in risk and claims management.

Flexible work options are available; this position may be able to work from home a few days a week subject to an approved telework agreement.
