Job Overview
The Planning & Research Analyst plays a key role in advancing the division’s strategic and business planning portfolio through high‑quality research, analysis, and evidence‑informed advice. Working within the Strategic Planning, Performance & Engagement Branch, the Analyst contributes to shaping divisional direction by developing planning tools and processes, conducting complex research, and translating findings into clear insights that guide decision‑making.
In addition to supporting planning and performance initiatives, the Analyst contributes to issues identification and analysis and prepares high‑impact analytical and issues‑management products, briefing notes, reports, responses and key messages.
The Analyst collaborates closely with divisional leaders and program areas to inform operational and service planning, and to ensure that issues are clearly defined, well understood, and supported by sound evidence and thoughtful analysis.
Success in this role requires strong analytical and conceptual thinking skills, advanced communications skills (written and oral) to synthesize complex information into clear, actionable insights, and the judgement to provide well‑reasoned recommendations in both strategic planning and issues‑driven contexts.
Qualifications:
Education and Experience Requirements
- Master’s degree in public administration, business administration, social sciences, economics, mathematics, statistics, or a related field, AND one (1) year of related experience; OR
- Bachelor’s degree in public administration, business administration, social sciences, economics, mathematics, statistics, or a related field, AND two (2) years of related experience.
- An equivalent combination of related education and experience may be considered.
Years of related experience must be in each of the following:
- Experience in designing and conducting qualitative and quantitative research.
- Experience in designing and leading evaluation projects and studies.
- Experience developing plans and briefing materials.
Preference may be given to applicants with:
A minimum of six (6) months’ experience providing research‑informed advice to senior leadership (e.g., Executive Directors) to support strategic, operational and service delivery decision‑making.

This position can be based out of any of the location(s) listed above.
Flexible work options are available; this position may be able to work from home up to 4 days a week subject to an approved telework agreement.
