The Team
The Compliance and Enforcement Unit (CEU) is a well-established, highly specialized team with over six years of operational experience, comprised of investigators, compliance officers, senior investigators, and leadership roles working together to uphold tenancy legislation in British Columbia. The CEU conducts early interventions and complex investigations into serious contraventions of the Residential Tenancy Act and Manufactured Home Park Tenancy Act, working closely with internal leadership, Legal Services, communications professionals, and external law-enforcement and regulatory partners. The team’s work has a direct, visible impact on public safety and housing stability, particularly for individuals living in high-risk rental situations.

The Role
As a Compliance and Enforcement Investigator, you’ll lead rigorous, high‑stakes investigations into serious or repeated non‑compliance with residential tenancy legislation. Using your delegated statutory authority, you’ll assess complex cases involving contraventions of the Residential Tenancy Act, Manufactured Home Park Tenancy Act, Director’s Orders, record‑keeping requirements, and instances of false or misleading information. You’ll apply the principles of administrative fairness and the Charter to ensure your decisions are consistent, defensible, and uphold the rights and obligations of both landlords and tenants. Your work may result in regulatory actions, including administrative monetary penalties or recommendations for provincial charges to Crown Counsel, directly contributing to accountability and the integrity of British Columbia’s rental housing system.

Qualifications:
Education and Experience Requirements

  • Diploma, certificate or equivalent in a related discipline such as administrative law, investigation and enforcement, psychology, or criminology, and minimum of three (3) years of related experience*; OR 

  • An equivalent combination of education and/or related* experience may be considered.

  • Related experience must include all of the following:

    • Leading and/or conducting complex investigations or similar activities in areas of high risk and/or high profile areas leading to compliance and enforcement. 

    • Developing and maintaining cross-functional and/or cross-organizational working relationships.

    • Developing detailed investigation plans that outline strategies to collect relevant evidence.

    • Preparing for and conducting interviews and evaluating witnesses. 

    • Preparing comprehensive reports, recommending courses of action, and working closely with legal counsel to prepare cases for enforcement proceedings.

    • Interpreting and applying legislation, regulations, and/or policy.

    • Cooperating and collaborating with law enforcement bodies or agencies, cross-ministries, self-regulatory organizations, and/or other regulators.

  • Three (3) years or more of experience (within the past five years) in a compliance and enforcement environment.

  • Three (3) years or more of experience (within the past five years) in conducting inspections or investigations.   

  • Two (2) years or more experience producing written fact-based evidentiary reports of a complex and technical nature while maintaining confidentiality.

  • One (1) year or more experience with regulatory inspections or investigations in the Provincial government.
     

Preference may be given to applicants with one or more of  the following:

  • Experience utilizing Major Case Management Principles.

  • Experience writing, preparing, and organizing detailed investigative reports for Crown Counsel or Statutory decision makers.
     

Proviso: 

  • This position requires travel to conduct local investigations throughout the province.

About this Position:
This position can be based out of any of the locations listed above. Flexible work options are available; this position may be able to work up to five (5) days at home per week subject to an approved telework agreement.
