Job Overview
The Employment and Labour Market Services Division supports all British Columbians in achieving sustainable employment. To help those in need find and maintain employment, the division works with contracted service providers to provide job search resources, employment planning, skills assessment, training, work experience and more.

The Team and Contract Lead (TCL) – Regional Operations is responsible for the performance of WorkBC services in communities across British Columbia, including WorkBC Employment Services, WorkBC Apprentice Services, WorkBC Assistive Technology Services and referrals to Community and Employer Partnership (CEP) projects.   The TCL provides leadership and guidance to their team who are supporting the day-to-day activities of WorkBC operations.  The TCL ensures quality contract management, planning, and budget management at the regional and local level.

Ensuring key target client groups are provided enhanced service is an emerging priority of the federal government which provides funding for the WorkBC program. This position is required to ensure that changes to our current services are implemented consistently across the province, and that clients are receiving the services they require.

In addition to staff supervision, this position plays a key role in managing relationships and accountabilities with WorkBC contractors and supports Tariff Response and Forestry support activities across the province.

Qualifications:
Education and Experience Requirements

  • Post-secondary degree in a related field (such as public administration, social sciences or commerce), and one (1) year *related experience; OR
  • Post-secondary diploma in a related field (such as public administration, social sciences or commerce) and two (2) years *related experience; OR 
  • A certificate in a related field (such as public administration, social sciences or commerce) and three (3) years *related experience; OR
  • An equivalent combination of education, training and experience may be considered.

*Related experience must include all of the following:

  • Experience managing procured government contracts.
  • Experience supervising staff and/or leading project teams.

Additional Requirement

  • Must possess and maintain a valid Class 5 BC Driver’s License with no restriction or equivalent (i.e. from another Canadian Province). 

Preferences may be given to applicants with the following:

  • Experience working effectively in a team environment and building relationships with partners including Indigenous Communities.
  • Experience leading and managing organizational changes.
  • Experience in budget and financial management including budget development, forecasting and monitoring.

  • Must be willing and able to travel to meet job requirements.

About this Position:

  • Currently there are three (3) temporary opportunities available until October 31, 2026. These temporary opportunities may be extended or become permanent. 
    o    One (1) position available in the Thompson/Okanagan/Kootenay Region (Kamloops, Penticton, Kelowna, Vernon, Nelson, West Kelowna). This position can be performed virtually in any of these SDPR ministry office locations. 
    o    Two (2) positions available virtually in any SDPR ministry office (subject to operational requirements and space availability).

  • Flexible work options are available; this position may be able to work from home up to 5 days a week subject to an approved telework agreement
  • Occasional travel and going into the office/onsite are requirements of this position.
