Job Overview
The Executive Director leads the development of the vision and strategy for government-wide implementation of modern treaties. The Executive Director works closely within MIRR and with partners across the provincial government and manages sensitive relationships with Modern Treaty Nations, other levels of government, and external stakeholders to ensure the successful implementation of modern treaties. The Executive Director provides leadership to bring ratified treaty agreements into effect and supports a whole government approach to treaty implementation.

Qualifications:
Education and Experience 

  • A Master’s degree in in resource management, social development, Indigenous studies, law, or business or public administration AND

A minimum of of 5 years executive leadership experience in each and every one of the following areas is required:

  • Experience working with modern treaty frameworks, including distinctions based approaches, recognition and predictability models, and the evolving legal context of section 35 rights and treaty rights.
  • Experience directing the transition from negotiated treaty text to legal effect, including land transfers, tenure resolution, fiscal arrangements, legislative amendments, and post ratification service delivery obligations.
  • Experience providing on treaty‑specific intergovernmental governance structures, including bilateral and tripartite implementation committees with First Nations and the Government of Canada.
  • Experience developing and directing province wide treaty implementation frameworks and governance protocols that ministries must follow to fulfill legal obligations arising from modern treaties.
  • Experience resolving cross ministry disputes directly related to treaty implementation, including conflicts over authority, timelines, resourcing, or interpretation of treaty mandated responsibilities.
  • Experience managing complex treaty related operational risks, including compliance failures, boundary or land tenure complications, cross jurisdictional impacts, and constitutionally significant implementation issues.
  • Experience working with First Nations governments at senior and elected/Chief levels, including leading bilateral and multilateral treaty implementation forums, navigating politically sensitive or high profile implementation issues, and resolving treaty related disagreements or implementation barriers (including issues of interpretation, dispute resolution processes, cross-government alignment, etc.) while maintaining constructive government to government relationships.
  • Experience guiding sector ministries (social, natural resource, infrastructure, justice) on how to operationalize their treaty obligations, ensuring consistent, coordinated, and legally sound execution across government.

Flexible work options are available; this position may be able to work from home a few days a week subject to an approved telework agreement.
