Job Overview

The Gaming Policy and Enforcement Branch (GPEB) regulates all gambling in British Columbia and ensures the integrity of gambling industry companies, people, and equipment. This includes regulatory oversight of commercial gambling conducted and managed by the British Columbia Lottery Corporation (BCLC) (e.g. lotteries, casinos, community gaming centres, commercial bingo halls and online gambling on PlayNow.com), British Columbia’s horse racing industry, and licensed charitable gambling events. GPEB is also responsible for the administration of Gambling Support BC and, through their programming, for reducing harm from gambling products. Gaming Investigators report to the Regional Director of the Region, Enforcement Division.  Investigators conduct investigations into any conduct, activity or incident occurring in connection with gaming that could threaten the integrity of the gaming industry, including any such conduct, activity or incident on the property of a gaming facility. In support of their regulatory responsibilities, this Division enforces provisions of the Gaming Control Act, Gaming Control Regulations, Criminal Code of Canada and other provincial statutes.

The role of a Gaming Investigator includes interviews with suspects, witnesses, professionals, licensees and those applying to work in the gaming industry.  Additionally, investigators prepare and execute Criminal Code search warrants, analyze and handle sensitive intelligence, conduct video reviews, prepare reports to Crown Counsel and testify at both Criminal and Administrative Hearings.  Investigations may be conducted in conjunction with other regulators, agencies, and police of jurisdiction or independently.

Investigators apply specialized investigative skills and knowledge of the latest innovations in legal and illegal gambling activities, internet technology, and court evidentiary requirements. They are trained and developed to maintain proficiency in investigative techniques related to gambling. Investigators work independently of outside or political influence and are wholly responsible for their investigations.

Qualifications:
Education and Experience Requirements

  • Certification in a related discipline such as administrative law, investigation and enforcement, or criminology and recent related experience; or high school diploma and extensive recent related experience; or an equivalent combination of education and experience.
  • Experience conducting detailed investigations in law or regulatory environment such as investigating wrongdoing or issues of non-compliance in a regulated industry
  • Experience writing detailed reports within a compliance or enforcement program, preparing reports of findings for regulatory decision-makers, or preparing reports to Crown Counsel

Preference statements:

  • Preference may be given to those with a law enforcement and/or intelligence background.

Willingness Statements:

  • Willing to undergo the necessary training to obtain and maintain Special Provincial Constable status
  • Must possess and maintain a valid BC Class 5 Driver’s licence or equivalent that is in good standing with a maximum of 9 points on your license and no suspensions or prohibitions in the last 5 years
  • Willing to work flexible hours (work evenings/weekends)
  • May be required to use own vehicle (with appropriate insurance) on an expense account basis
  • Willing to travel within the service delivery area

This position can be based out of any of the locations listed above.
Flexible work options are available; this position may be able to work up to 4 days at home per week subject to an approved telework agreement.

Employees of the BC Public Service must be located in BC at the time of employment.
