BC Timber Sales (BCTS) is a self-financing program within the Ministry of Forests (the Ministry). The goal of BCTS is to provide credible representative cost and benchmark data for the Province’s Market Price System through auctions of timber harvested from public land in B.C. BCTS Partners with ministries, agencies, local, and provincial governments, First Nations, and Indigenous organizations to advance effective and sustainable forest stewardship.
As the Financial Analyst, Accounting, you are the finance specialist for the program which includes Provincial Operations and 12 geographically dispersed Business Areas. The role requires development of program specific procedures to support accounting and reporting, system enhancement, plus ensuring compliance with corporate policies, financial management practices. This position oversees the complete, accurate and timely production of various accounting and statistical reports. You will compile and verify information for Financial Statements, Quarterly Reports, Financial and Economic Review, Public Accounts and other financial statements for reporting. The financial analyst is responsible to analyze balance sheet accounts to ensure they reflect ministry financial activities; attests to the reasonableness of asset, liability, revenue and expenditure accounts. The expectation is to establish effective financial monitoring and controls, analyze expenditures and projections, and provide cost analysis of new initiatives.
You are part of the BCTS Business Management team which comprised of 14 business and finance professionals. This group is pivotal in delivery of a diverse range of financial management, human and physical resources and administrative services ensuring the appropriate resources, policy practices and controls are in place. The team is collectively accountable for comprehensive, responsive and reliable financial and performance management services for BC Timber Sales.
Qualifications:
Education and Experience Requirements
- Degree or diploma in accounting, business administration, commerce, finance or related area.
- Minimum two years of directly related experience. Related experience means:
- Applying general finance and administration policies and processes.
- Preparing and analyzing financial reporting by implementing financial systems and controls.
- Aligning budget planning with financial data trending on strategic decision support and advisory.
- Managing financial operations and financial policy.
- Experience in business case analysis and financial statement preparation and analysis.
- Experience interpreting legislation and conducting analytical research to support budget development and evaluation.
- Experience analyzing financial and accounting statements.
- Experience developing financial reports.
- Experience with database systems.
- Experience related to GAAP accounting systems and techniques.
Preference statement:
- Preference may be given to candidates with a Chartered Professional Accountant (CPA) designation.
