Job Overview
The Director, Trails and Trail Infrastructure is accountable for overseeing and delivering a Trails Program for the province of British Columbia, including the planning, development, implementation, and management of a vibrant provincial network of recreational trail initiatives, including the Ministry’s rail trail network. The position oversees the entire Trails Program operation including the control of financial and human resources. The Director, Trails and Trail Infrastructure leads a team of professionals and subject matter experts and sets overall strategic direction for BC’s Parks and Recreation Trail Program by developing and employing a wide variety of innovative strategies, plans, policies, models and frameworks for recreation management.
The Director, Trails and Trail Infrastructure achieves maximum benefits for British Columbians from new and existing trails by incorporating long term sustainability into funding programs and trails development initiatives, encouraging, and facilitating community involvement, developing and building strategic partnerships, as well as designing and implementing stable governance structures in coordination with First Nations, public, partners, and stakeholder groups. In this key provincial role, the position negotiates and maintains stakeholder and cross-Ministry commitments to deliver a long-term vision for the Trails Program, while addressing the complexities and challenges posed by the various and sometimes competing interests of different ministries and agencies managing the land base. The position also oversees the delivery of an asset management program for the Parks and Recreation Program, as well as coordination of the Division’s Disaster Financial Assistance Arrangements (DFAA) program.. The Director, Trails and Trail Infrastructure oversees the development and delivery of recreational policies, standards, and programs including the provision of engineering services through the Ministry of Forests. The position acts as the Executive Director, when required.
Qualifications:
Education and Experience Requirements
- A University Degree in a related area (e.g., Forestry, Natural Resource Management, Outdoor Recreation Management, Environmental Science, or other Natural Sciences such as Biology); or a degree in Public or Business administration (MPA or MBA) combined with considerable experience (minimum 5 years) in recreation or natural resource management.
- A minimum of 5 years of related experience in progressive leadership roles.
Related Experience includes the following:
- Experience at a management or senior professional level providing public or private sector leadership in an integrated natural resource or recreation environment.
- Experience in managing and leading major projects.
- Experience managing budgets and allocating resources.
- Experience in the management of large-scale recreation and trail programs; or other related area including providing leadership and expertise in the planning and design of a wide variety of trails and related infrastructure.
- Experience drafting legislation, regulation, policy and strategic and operational planning documentation.
- Experience in a public or private sector organization, building partnership agreements, developing governance models, negotiating shared funding arrangements, creating capital plans, etc.
- Experience in establishing and maintaining effective working relationships with government ministries/agencies, tourism or recreation industry representatives, community leaders, First Nations, volunteer groups, and other stakeholders.
- Experience in leading and supervising program staff, including hiring and training, disciplining, developing, and evaluating performance goals, coaching and mentoring, and team building.

About this Position:
Flexible work options are available; this position may be able to work up to 3 days at home per week subject to an approved telework agreement.
