The Team
The Debt Management Branch manages the province’s debt and borrowing activities. This includes raising funds in domestic and international markets, working with credit rating agencies, and reporting on debt to the public and the Legislature. The Branch is also responsible for the settlement and administration of debt and derivatives transactions. The Role
The Portfolio Manager, Short‑Term Financing, plans and manages the province’s short‑term borrowing in Canadian and U.S. money markets. The role involves assessing short‑term funding needs, developing borrowing strategies, and issuing short‑term debt such as promissory notes and commercial paper. This position works closely with internal clients and external market counterparties to carry out transactions and manage risk.
Qualifications:
Education and Experience Requirements
- Degree in commerce, business administration, economics, or a related degree, plus 4 years of *related experience. An equivalent combination of education and experience may be considered.
Related experience may include the following:
- Experience fostering professional relationships with financial industry partners.
- Experience managing syndicates of subject matter professionals.
- Experience with origination of primary market issuances.
- Experience representing an organization in professional networks.
- Experience working in money markets with short-term financial securities.
Preference may be given to applicants with:
- Additional related coursework and/or designations including a Master of Business Administration degree, Canadian Securities Institute designations (e.g. Canadian Securities Course) and Chartered Financial Analyst designation.
- Experience executing and overseeing funding programs through capital market issuance.
- Experience working in some/or all the following: Canadian bond markets, money markets, derivatives markets and in public primary (securities new issuance) markets.

About this Position:
Flexible work options are available; this position may be able to work up to 2 days at home per week subject to an approved telework agreement.
An eligibility list may be established to fill future temporary and permanent vacancies.
