Description
The Team
The Ministry of Infrastructure leads the province to deliver capital projects that help B.C. communities grow and thrive, including schools, hospitals, student housing, child care centres, primary care facilities, and long-term care facilities. As the lead for capital construction, the ministry works closely with several partner ministries to ensure important cross-government infrastructure projects are coordinated and delivered as efficiently as possible. The ministry also provides government workplace services, including managing government's real estate portfolio, office space inventory, furniture procurement, project and construction management, real estate services, and oversight of government's surplus property sales.
The Corporate Services and Community Capital Development Division supports capital projects related to public post-secondary education facilities and other provincial capital infrastructure. It also provides financial management, human resources, and corporate services for ministry operations.
The Role
Reporting to the Manager, Budgets and Reporting, the Financial Analyst provides financial analysis services to multiple programs, projects, and/or business lines.
Qualifications:
Education and Experience Requirements
• Secondary school graduation (Dogwood, GED, Evergreen) or higherand at least two (2) years related experience*
• An equivalent combination of education and experience may be considered.
* At least two (2) years related experience must include:
• Developing, monitoring or analyzing BC Government Ministry, divisional and branch budgets, including conducting forecasting, variance analysis and explanation.
• Collecting periodic forecasting financial information, including comparative analysis and identifying potential issues and providing alternative solutions.
• Using the BC government’s Corporate Financial System (CFS) to prepare relevant financial reports.
• Working with BC Chart of Accounts, providing coding information and preparing various journal vouchers.
• Participating in BC Government Estimates, budget development process, and fiscal year-end activities
Preference may be given to candidates with the required combination of education and experience and:
• Hold a professional accounting designation as a member of the Chartered Professional Accountants of BC (CPABC).
• PeopleSoft/CHIPS and related salary forecasting experience.
• Working with Ministry divisions and branches to ascertain and provide financial information.
• Experience with Government estimates process, funding/budget letter development, and other related budgeting/forecasting financial activities.
