The Team
The Planning, Analysis & Reporting team is part of the Corporate Finance Branch and plays a key role in budgeting, forecasting, and financial planning that supports the ministry’s overall direction. This established team of eight works closely with the CFO, financial leaders and Ministry program areas. The team delivers consistent and reliable analytics through collaboration, attention to detail, proactive problem solving, ability to simplify complexity, and a continuous improvement mindset. Our work helps ensure decisions are well informed and contribute to programs that ensures children across the province thrive in high-quality, inclusive learning and care environments that recognize and build on their unique strengths, enabling each child to reach their full potential.
The Role
The Director, Planning, Analysis and Reporting plans and coordinates the Ministry’s budgeting processes, overseeing all annual budgeting activities with the various financial authorities, including the Office of the Comptroller General and Treasury Board Staff. In this role you will provide timely and objective financial advice to ministry partners to ensure well informed financial decisions and achievement of the ministry’s fiscal objectives. This position also offers opportunities to share insights with senior leadership and contribute to a workplace that values inclusion, continuous improvement, and respectful partnerships.
Qualifications:
Education and Experience Requirements
- Professional accounting designation (CPA/CA/CGA/CMA).
- NOTE: If your degree was obtained outside of Canada, you need to confirm it has been assessed for equivalency through the International Credential Evaluation Services (ICES). You must provide a comprehensive report by the closing date of this posting to be considered for this competition.
- A minimum of 2 years progressive experience acting in a management capacity in budget development and financial analysis, including analyzing complex financial transactions and reports.
- A minimum of 2 years progressive experience in a management capacity in expenditure and budget management for large-scale, multi-million/billion dollar budgets.
- A minimum of 2 years progressive experience supervising/leading staff or work teams, including developing and evaluating performance goals, coaching, team building, and mentoring.
- Experience building effective working relationships with and providing advice and counsel to program areas.
- Experience preparing documents and presentations to support senior government decision making.
- Experience in applying key elements of Provincial statutes, regulations, policies and procedures pertaining to financial administration and accountability (such as the Financial Administration Act, Budget Transparency and Accountability Act, and Balanced Budget and Ministerial Accountability Act).
- Experience applying and/or working within the bounds of financial policies and process (Public Sector Accounting Standards (PSAB) and/or Generally Accepted Accounting Principles).
- Experience leading mediation, negotiation, consultation, and/or issues management with the aim of achieving financial objectives and/or business needs.
Preferences:
- Preference may be given to applicants with a bachelor’s degree in business administration, public administration or another related discipline.
- Preference may be given to applicants with more years of required experience.
