Job Overview
Employers’ Advisers research and interpret the Workers Compensation Act (the “Act”), the Occupational Health and Safety Regulation and applicable policies to provide expert services to employers. The EAO’s services range from providing inquiry-based advice and assistance, to more complex assistance involving representation services to employers at WorkSafeBC, the Review Division or the Workers’ Compensation Appeal Tribunal. Representation services include researching and analysing complex and controversial evidentiary and legal issues and preparing written submissions or presenting oral arguments at hearings and mediations. An Employers’ Adviser has considerable decision-making authority and may act as a respondent or may exercise authority granted under section 300 of the Act to initiate an appeal for deemed employers. Additionally, Employers’ Advisers provide educational services by way of webinars, in-person seminars and guest speaking engagements. 

The nature of the work is diverse and complex, requiring management of a high volume and demanding caseload, necessitating expeditious and precise decision-making and the balancing of competing priorities. The issues are often controversial, precedent-setting, and the work environment may be contentious as it operates in the sphere of the employer/labour community. 

The EAO’s clients come from all sectors of the BC economy including industries as diverse as mining, oil and gas, food wholesalers and retailers, vehicle and equipment sales and services, fishing, flying, and computer operations.  A full range of industrial undertakings is represented in an Employers’ Adviser’s caseload requiring a diverse skill set and strong communication skills. Employers’ Advisers must ensure their clients understand their rights and responsibilities under the Act and the importance of their participation in the workers’ compensation system. Additionally, Employers’ Advisers must be able to interact with, and be sensitive to, a large multicultural clientele. 

Qualifications:
Education and Experience Requirements:

  • University degree in a related discipline (i.e. law, psychology, human resources, occupational health & safety, etc.) or equivalent combination of education, training and experience (i.e. CRSP, CPHR, etc.). 

  • Experience providing advice and assistance concerning various types of legislation, regulations, policies or procedures. 

  • Experience researching, preparing and providing written or oral submissions, or legal arguments, to boards/tribunals/commissions or other regulatory bodies, OR 

    • Adjudicating and writing decisions in an administrative law setting, OR 

    • Conducting or representing parties at mediations. 

  • Experience preparing and presenting materials for education or training purposes to audiences of 10 or more, in-person or virtually.


Preference may be given to candidates with:

  • Experience in occupational health and safety (prevention), disability/injury/claims management, assessments (insurance) or medical-legal review. 

  • Experience with the BC workers' compensation system. 

  • Fluency in a second language.

Flexible work options are available; upon completion of training, this position may be able to work from home a few days a week subject to an approved telework agreement.
