Job Overview
Reporting to the Manager, Policy and Product Development, this position leads the research, analysis, development, and implementation of strategic policies and SCAP, as it relates to AgriStability. The AgriStability Program Specialist is an expert in agriculture income stabilization and disaster programming, with an understanding of the varied and diverse array of BC commodities, as well as the principles and practices of farming and ranching industries.
The AgriStability Program Specialist guides policy review teams of Ministry and external specialists to analyse AgriStability program policy and provides advice and recommendations on SCAP amendments and negotiations, policy, and the AgriStability program to senior management.
The AgriStability Program Specialist is responsible to independently plan, organize and implement strategic income stabilization and disaster research and program review projects. Work of this nature requires seasoned expertise to develop research objectives and plans, identify business and data needs, and determine project logistical requirements.
The position assists with the development and implementation of program evaluation plans, program forecasting, and analysis, and produces assessments and recommendations for AgriStability policy development and improvement. Skilled planning and management of research and program monitoring is critical to the successful advancement of BC’s interests for the AgriStability program. The AgriStability Program Specialist has a significant impact on the fiscal integrity of the Program.
Qualifications:
Education and Experience Requirements
- Registration as a Professional Agrologist with the British Columbia Institute of Agrologists or eligible for full registration immediately upon employment with the Ministry.
- Degree in a related field such as Agriculture or a related science, Economics, or Business, AND at least three years’ related experience; OR
- Diploma in a related field such as Agriculture or a related science, Economics, or Business, AND at least 4 years related experience.
- An equivalent combination of education and experience may be considered.
- At least three years’ experience in the Canadian agriculture sector as an analyst, producer, advisor or product representative.
- At least three years’ experience managing projects of moderate to high complexity, broad scope, with multiple deliverables and with various and divergent stakeholder interests.
Related experience includes the following:
- Experience in the development of multi-party agreements, regulation, and policy.
- Experience in planning and coordinating complex projects/assignments.
- Experience in concisely and persuasively writing a range of documents/content.
- Experience conducting statistical analysis utilizing spreadsheet and database applications to evaluate data and draw conclusions for business decisions from large volumes of complex data. Experience with database queries is preferred.
