Description

The Team
Recognized as a Top 20 Work Unit in the 2024 WES, the Tax Appeals and Litigation Branch provides an impartial review of tax appeals submitted to the Ministry of Finance before matters proceed to the courts. The team is made up of legal and accounting professionals who work with a wide range of taxpayers, from individuals to multinational corporations, and address complex issues across many industries. The branch plays a central role in supporting fair tax administration and protecting the integrity of the tax system.

The Role
The Appeals Director manages a section of the ministerial tax appeals program and leads a specialized team responsible for resolving appeals and supporting tax litigation. This role oversees the coordination of litigation files and provides instructions on behalf of the ministry, working closely with senior ministry officials, legal counsel, and the deputy minister’s office. The position is central to ensuring consistency and oversight across appeals and litigation matters.

Qualifications:

Education and Experience Requirements

  • Completion of a law degree or holds a Canadian Professional Accounting Designation (in good standing) and has legal or accounting experience and at least:  
  • two years (in the last 10 years) experience interpreting and applying legislation;
  • five years (in the last 10 years) experience analyzing and resolving complex legal, factual, business and/or accounting issues; and,
  • five years (in the last 10 years) experience building and maintaining collaborative working relationships and providing advice and expertise to senior staff, executive and/or stakeholders.

OR

  • A degree, at the masters’ level, in a related field (such as public administration) with at least:
    • two years (in the last 10 years) experience interpreting and applying legislation;
    • five years (in the last 10 years) experience analyzing and resolving complex legal, factual, business and/or accounting issues; and,
    • five years (in the last 10 years) experience building and maintaining collaborative working relationships and providing advice and expertise to senior staff, executive and/or stakeholders.

OR

  • A university degree in a related field with at least:
    • five years (in the last 10 years) experience interpreting and applying legislation;
    • five years (in the last 10 years) experience analyzing and resolving complex legal, factual, business and/or accounting issues; and,
    • five years (in the last 10 years) experience building and maintaining collaborative working relationships and providing advice and expertise to senior staff, executive and/or stakeholders.
       

Preference may be given to applicants with:

  • Completion of a law degree OR a Canadian Professional Accounting Designation (in good standing).
  • Experience supervising, mentoring and coaching a team of professional staff in a public sector environment.
  • Related experience in a public sector administrative review function.
  • Related experience in the field of tax administration.
  • Experience interpreting and applying British Columbia’s taxation statutes.
