Job Overview
The Programs and Services Branch (PSB) of the Ministry of Agriculture and Food provides centralized services that strengthen the Ministry’s external-facing services and funding programs. By improving alignment, efficiency, and accountability, PSB supports responsive, client‑focused service delivery and sound financial and procurement management for B.C.’s agriculture and food sector.
Reporting to the Director, Program Delivery and Design Services, the Senior Program Developer plays a key role within the PSB, responsible for leading the delivery and continuous improvement of complex, application‑based funding programs that support B.C.’s agriculture and food sector.
Working within the Program Design and Delivery Unit, the role leads the end‑to‑end administration of multiple funding programs, including program planning, intake management, funding recommendations, agreement oversight, and reporting. The position works closely with internal subject matter experts and third‑party delivery partners to ensure programs are delivered consistently, transparently, and in alignment with Ministry priorities and accountability requirements.
Operating in a dynamic environment with high program volumes and evolving delivery models, the Senior Program Developer plays a critical role in supporting the Ministry’s shift toward centralized program administration. Success in the role requires strong program management skills, people leadership, and the ability to work collaboratively with internal teams and external partners to support effective and client‑focused delivery of Ministry programs.
Qualifications:
Education and Experience Requirements:
- Graduate or undergraduate degree in business, economics, agriculture, public administration, or directly related field, or an equivalent combination of education and experience may be considered.
- A minimum of two (2) years of experience designing, delivering, and/or evaluating government programs, including experience with application‑based funding programs.
- Experience developing or applying program criteria, assessment processes, and/or performance measures to support program delivery and accountability.
- Experience managing multiple workstreams or projects concurrently in a high‑volume, deadline‑driven environment.
- Preference may be given to candidates with one (1) or more of the following:
- Experience working with third‑party delivery partners.
- Experience interpreting and applying program guidelines, policies, and accountability requirements.
- Experience in agriculture, food and/or seafood.

This temporary opportunity may be extended or become a permanent appointment.
Remote work is allowed. This position can work up to full time from their home in British Columbia subject to an approved Telework Agreement. The locations listed above are to assist applicants in searching for this opportunity and are not a complete list of locations.
