Job Overview
The Policing and Security Branch (PSB), Ministry of Public Safety and Solicitor General (PSSG) provides central oversight of policing, law enforcement and the security industry in British Columbia. Policing in British Columbia is provided by the RCMP, 11 independent municipal police departments and one First Nations administered police service. Several agencies, such as the South Coast British Columbia Transit Authority Police Service, provide supplemental policing.
The Director of Police Services superintends policing in British Columbia on behalf of the Minister. The Director establishes provincial policing standards, inspects and reports on the quality of policing and law enforcement and administers programs.
The Director, Policing Operations and Organized Crime (the “Director”) will supervise and lead the research, analysis, development and implementation of strategic policies and legislation for a multi-disciplinary program. This position requires the leadership of areas of Branch responsibilities in fulfilling Ministry priority matters. The Director operates with significant independence to lead programs and projects that impact the effectiveness of law enforcement throughout the province, with a particular emphasis on police operations related to organized crime. Major responsibilities of this position include the Witness Security Program and support for policing operations and management of government programs related to serious and organized crime.
This position requires the leadership of highly confidential matters involving serious and organized crime, and sensitive information. The Director has the statutory responsibility to oversee the Witness Security Program and lead the administration and enforcement of the Witness Security Act. The Director leads and supervises a team dedicated to managing and overseeing police and government programs related to serious and organized crime. The Director and their team are required to work closely with the Performance Evaluation and Compliance Hub to ensure that these programs are delivered in a manner that satisfies performance metrics and provides a suitable return on investment for provincial funding.
Qualifications:
Education and Experience Requirements
- Bachelor’s degree in criminology, law, social science, political science, public, business administration or a related field. An equivalent combination of education and experience may be considered.
- Minimum of three (3) years’ experience in each of the following:
- Experience managing and leading teams in a supervisory capacity.
- Experience in the development and implementation of complex strategic policy, programs and/or plans.
- Experience building relationships with stakeholders and working with external partners (e.g. provinces/territories and federal government in the review, development and negotiations of program delivery and policy).
- Experience in concisely and persuasively writing a range of documents/content (e.g.: briefing notes, information notes, reports, project plans, correspondence etc.)
- Experience managing and protecting highly sensitive and confidential information.
Preference may be given to applicant with experience in one or more of any of the following:
- Supervising in a unionized environment.
- Regulatory or law enforcement environment.
- Working with appointed Boards or Committees.
- Working in the areas of witness security and serious and organized crime.
- Administering and enforcing legislation and regulations.
- Additional years of experience in any of the above requirements or preferences.
Provisos:
- Evening and weekend work may be required, as needed, to support operations.
- Occasional travel to other geographic locations within BC may be required.
