The Ministry of Housing and Municipal Affairs focuses on the creation of attainable and affordable housing for people in British Columbia, and supports the province’s local governments, area First Nations and public libraries to improve the quality of life for everyone by encouraging sustainable, livable, and well-governed communities.
The Housing and Land Use Policy Division (HLUP) works to ensure more housing is available and affordable for people in BC through expert research and analysis, development of policy and legislation, program design and delivery and effective regulation. The division has oversight for the province’s housing strategies and action plans and provides policy research and analysis on a range of topics, from real estate development and housing starts to purpose-built rental supply, co-op and strata housing. It also supports the design and delivery of innovative and responsive programs to meet people’s needs.
The Assistant Deputy Minister (ADM) provides leadership to branches that support British Columbians to access stable, affordable housing. The ADM has overall responsibility for the development, operation, and management of policy and programs that govern provincial housing and land use initiatives. This position establishes and maintains links through a variety of federal, provincial, municipal and industry agencies and community groups, to recommend strategic responses to issues throughout BC.
The ADM role requires an experienced, senior leader with related post-secondary education. The successful candidate will have proven leadership experience in a large, performance-focused organization, as well as experience developing, evaluating and implementing legislation, strategic and operational. In addition, they will bring with them an understanding of housing, development, and/or land use processes, policies, and economics, and an ability to lead analysis, interpret statistics, and provide relevant details clearly.
Ideally, the successful candidate for the ADM role will have experience in sustainability policy and an understanding of provincial housing programs and legislation as well as rental issues, market, policies and legislation. An excellent and confident communicator, this candidate will exhibit absolute integrity, diplomacy, discretion and sound judgement in all matters, drawing on their negotiation and consensus-building skills to balance complex relationships within government and with related industry partners. Their knowledge of senior federal legislative and program frameworks along with relevant local government frameworks make them the perfect fit for this important portfolio.
