The Ministry of Children and Family Development (MCFD) is responsible for supporting the well-being of children, youth and families in British Columbia and ensuring all children and youth are safe and supported to achieve their full potential. This includes statutory responsibility for child and family services under the Child, Family and Community Service Act (CFCSA), and a central role in advancing reconciliation and Indigenous self-determination in child welfare.

The Partnership and Indigenous Engagement Division works alongside First Nations and partners to advance self-determination in child and family services. The division leads Indigenous engagement, negotiation of self-determination pathways including jurisdiction, intergovernmental relations, and the integration of Indigenous perspectives into policy and practice.

The Assistant Deputy Minister (ADM), Partnership and Indigenous Engagement provides executive leadership for Indigenous partnership, Indigenous jurisdiction over child and family services, agreement making and implementation, change management, and intergovernmental relations [PV2.1] within MCFD. The ADM is the senior executive authority responsible for advancing Indigenous self-determination in child welfare by supporting First Nations across multiple stages of governance and readiness, from early engagement and relationship building through to the negotiation and implementation of coordination agreements that recognize Indigenous jurisdiction over child and family services.

The ideal candidate brings with them significant senior executive experience, a deep understanding of the Indigenous child welfare landscape in British Columbia, and extensive experience working with First Nations, Métis and Inuit and Indigenous organizations. An exceptional communicator, they are grounded by their strong understanding of Indigenous rights, self determination, and reconciliation, including the application of federal and provincial legislative frameworks.

This outstanding candidate thrives in work environments that are complex and politically sensitive, and their established experience managing negotiations, intergovernmental relations, and agreement making and implementation guides their actions. This trustworthy candidate models deep integrity in their relationship-building and thoughtfully navigates both strategic planning and complex organizational change.
