Job Overview
The Financial Analyst provides financial support to EMCR and ministry partners; develops, implements and maintains ministry specific account processing procedures; ensures the integrity and maintenance of related financial records and supports the budgeting and forecasting function for response and recovery activities. Specifically, this position will support the financial recovery function under the Federal Disaster Financial Assistance Arrangement (DFAA) program and Emergency Management Assistance Program (EMAP), including coordination of claims with federal partners such as Public Safety Canada (PSC) and Indigenous Services Canada (ISC) and recoveries from partner ministries and the provincial Disaster Financial Assistance program. 

The role focuses on ensuring audit readiness and compliance through the review, validation and documentation of claims, responding to audit inquiries from the Office of the Auditor General (OAG) and federal partners (Audit Services Canada, PSC and ISC), and providing advice on policy interpretation, financial controls, accounting processing and procedures and claims. This position contributes to strengthening program integrity, consistency and defensibility of financial decisions for the purposes of cost-recovery from the federal government, while supporting continuous improvement of processes, controls and reporting in a high-risk, high-volume recovery environment.

Qualifications:
Education and Experience Requirements

  • Diploma in business administration, public administration, or finance, and a minimum of two (2) years related experience, OR
  • An equivalent combination of education, training and experience may be considered.


Related experience must include:

  • Two (2) years experience working with financial accounting systems, procedures and internal controls.
  • Two (2) years experience interpreting and providing advice on financial policies/procedures.
  • Two (2) years experience implementing and maintaining financial processes/procedures.
  • Two (2) years experience tracking, analyzing and reporting financial forecasts.


Preference may be given for:

  • Minimum of one (1) year supervisory work experience including assignment of work, development and evaluation of performance.
  • Minimum of one (1) year experience in financial forecasting and tracking of event related expenditures.
  • Experience in auditing, or in compliance review and monitoring.


Candidates must be able and willing to: 

  • Work on-call and extended hours during emergencies and disasters. 
  • Travel to other regions.

Flexible work options are available; this position may be able to work 5 days at home per week subject to an approved telework agreement.
