Description
The Team
The Ministry of Children and Family Development provides quality services that ensure positive outcomes for Indigenous and non-Indigenous children and youth and their families including supporting safe, healthy and nurturing environments in which they are strongly connected to their communities and culture. The ministry delivers these services through contracts with external agencies. The Financial Audit and Assurance branch ensures that contracted services are organized in a manner that promotes quality services, quality improvements and complies with government core and ministry policy and standards for contracted services.
The Role
The Procurement Financial Officer provides expertise and recommendations regarding procurement, contract management, and financial and administrative matters, and supports the delivery of services to children, youth and families, budget management, and accountability responsibilities. This position supports evidence-based funding through value-for-money analysis of contracted services and related internal operations. The Procurement Financial Officer provides guidance, assistance and support to programs and staff involved in procurement and contracting; and monitors, analyzes and evaluates contracts and services, internal practices, systems, and procedures. This position evaluates agencies and contracts from a risk-based perspective and assists with social services sector compensation implementation based on related mandates and/or agreements. Responsibilities also include conducting analytical research and development work related to the provision of contracted services.
Qualifications:
Education and Experience Requirements
- Professional Accounting Designation (CPA, CPA-CA, CPA-CGA or CPA-CMA) is required accompanied with a University Degree in business administration, economics, commerce or another relevant discipline. For the degree, an equivalent combination of education and experience may be considered.
- At least three (3) years or more of accumulated related financial experience in the following:
- Experience in financial or value for money auditing.
- Experience in contract, procurement and risk management.
Preference may be given to applicants with the following:
- Experience in leading financial control reviews and/or developing and implementing financial processes.
- Experience working directly with contracted service providers to provide support and resolve issues.
- Experience with Public Sector Accounting Standards (PSAS).
- Experience working with and/or leading engagement with First Nations organizations.
- Experience in providing expert professional advice, information and/or support to senior management on financial management issues.
- Experience in prioritizing and leading projects and tasks in a dynamic environment with constantly changing priorities and evolving issues
