Job Overview
Reporting to the Executive Director and Chief Financial Officer, the Director, Financial Planning and Reporting provides strategic oversight in establishing and overseeing efficient accounting and financial system operations, leading the preparation of the ministry’s annual budget and ensuring the provision of proactive reporting and analysis of actual financial performance to ministry executive and central agencies (Treasury Board Staff, Office of the Comptroller General and Office of the Auditor General). The position is responsible for effective stewardship of ministry resources to achieve compliance with legislation and policy; ensuring the development and maintenance of a ministry framework for setting, measuring, analyzing, and reporting on operational performance measures; and influencing ministry decisions by overseeing the production and conveyance of the financial implications of initiatives and projects.

Education and Experience Requirements
- Professional accounting designation (CPA/CA/CGA/CMA, NOTE: If your degree was obtained outside of Canada, you need to confirm it has been assessed for equivalency through the International Credential Evaluation Services (ICES). You must provide a comprehensive report by the closing date of this posting to be considered for this competition). AND
- Minimum (4) years of related experience*.
*Minimum four years of related experience must include:
- Progressively more responsible experience in a senior leadership capacity in accounting, budgeting, procurement and financial management for large, multi-million-dollar budgets.
- Planning, developing and implementing financial policy, procedures, programs or projects.
- Applying key elements of Provincial statutes, regulations, policies and procedures pertaining to financial administration and accountability (such as the Financial Administration Act, Budget Transparency and Accountability Act, and Balanced Budget and Ministerial Accountability Act).
- Applying and/or working within the bounds of financial policies and process (Public Sector Accounting Standards (PSAB) and/or Generally Accepted Accounting Principles).
- Managing multiple activities under high pressure and critical time constraints in an environment where priorities are constantly evolving, tight deadlines must be met, and issues emerge and change rapidly.
- Leading and resolving staff issues, including developing and evaluating performance goals, coaching, team building and mentoring.
- Preparing documents and presentations to support senior government decision making.
Preferences:
- Preference may be given to applicants with a bachelor’s degree in business administration, public administration or another related discipline.
- Preference may be given to applicants with more years of required experience.

About this Position:
Flexible work options are available; this position may be able to work from home up to 4 days a week subject to an approved telework agreement.
