Job Overview
Reporting to the Manager, Disaster Risk Assessment, the Senior Policy Analyst leads major initiatives to deliver government mandate priorities and comply with regulatory requirements on disaster and climate risk assessment. The analyst leads the development of strategic policy frameworks for disaster and climate risk assessment, which may include the collection, analysis, use and sharing of information and geospatial data. The analyst is responsible for designing, leading and directing projects and programs to undertake risk assessments, support Regulated Entities under EDMA, and develop strategies and policies to advance the Sendai Framework for Disaster Risk Reduction Priority 1: Understanding disaster risk. The analyst brings significant scientific policy expertise in climate change, natural hazards, and risk assessment methodologies and applies this knowledge to advance understanding of disaster and climate risk in B.C. The analyst works with a wide range of partners within the ministry, across government and in external organizations (e.g., First Nations, Indigenous organizations, local governments, critical infrastructure owners, academic institutions, NGOs, etc.) to achieve the ministry’s goals. 

Coordinates and leads the scientific research, analysis, development and implementation of strategic policies and legislation for strategic disaster risk reduction and climate adaptation initiatives. Areas of strategic policy focus include infrastructure, land use, transportation, environment and natural resources, agriculture, communities, public safety, and health and wellbeing.  Establishes the scientific policy, regulatory and legislative direction of disaster risk assessment policy initiatives in partnership with First Nations, Treaty Nations, Indigenous Governing Bodies, Regulated Entities, and federal governments in alignment with the Sendai Framework for Disaster Risk Reduction and the Declaration on the Rights of Indigenous Peoples Act.

Qualifications:
Education and Experience Requirements

  • A Master’s Degree in natural resource management, geography, social sciences, climate change adaptation, planning, Indigenous studies, public administration, or another discipline related to the position accountabilities, and two (2) years of related experience; or 
  • A Bachelor’s Degree and three (3) years of related experience; or 
  • A Diploma and four (4) years of experience; or 
  • A Certificate or coursework and five (5) years of related experience; or. 
  • An equivalent combination of education and experience may be considered.

Related experience must include:

  • Development of legislation, regulation and policy.
  • Planning and coordinating complex projects/assignments.
  • Writing a range of documents/content (e.g. correspondence, briefing notes, synthesis of technical and scientific studies, policy analysis, public discussion papers).
  • Leading and/or contributing to the resolution of unusual, sensitive, and potentially controversial program-related issues.
  • Advising senior executive on policy and/or program related issues.

Preference may be given to applicants with the following: 

  • Experience developing policies to mitigate natural hazards or to address the impacts of climate variability and change on the natural environment and human society.
  • Experience developing policies, programs and initiatives relating to disaster risk assessment and/or geospatial hazard data and analysis
  • Experience working in an emergency management environment.
  • Experience working with and engaging with Indigenous Nations communities and/or organizations.
  • Can communicate in one or more BC Indigenous Nations languages / dialects.

Willingness statements:

  • Be flexible regarding ongoing changes in responsibilities, assignments, and corporate structures.
  • Work on-call and work extended hours during emergency activations.  
  • Travel occasionally.

This position can be based in any of the following Ministry of Emergency Management & Climate Readiness offices: Kamloops, Prince George, Saanichton, Surrey, Nelson, Terrace, Smithers
Flexible work options are available; this position may be able to work up to five (5) days at home per week subject to an approved telework agreement.
