The Assistant Deputy Minister, Finance and Corporate Services and Executive Financial Officer (ADM/EFO) operates within the Ministry of Children and Family Development (MCFD), an organization dedicated to supporting the health, safety, and well-being of children, youth, and families across British Columbia. MCFD advances healthy child development through a collaborative, multidisciplinary approach to service delivery. Its programs and initiatives are designed to maximize the potential of children and youth, while driving meaningful, measurable outcomes for families and communities.
The ADM/EFO provides strategic leadership and oversight of the finance and corporate services division. This role is accountable for delivering integrated financial management, procurement and contract oversight, information management, risk management, and corporate services. The ADM/EFO ensures that these services are provided in the most effective and efficient manner and are fully integrated and aligned with the ministry’s goals and objectives.
Reporting to the Deputy Minister the role engages extensively with executive and senior leadership across government, including Corporate Services ADMs, executives in other ministries and leaders within Indigenous Children and Family Service Agencies, as well as Crown agencies, boards, and commissions. Acting as the Ministry’s primary liaison to central agencies such as the Office of the Comptroller General, Treasury Board Staff, the Crown Agencies Secretariat, and the Government Chief Information Office, the ADM ensures strong alignment and collaboration across the public sector.
The ADM/EFO must demonstrate leadership, tact and judgment to balance roles of both service provider (shared services) and client (representing interests of client Ministries). This role also demands significant analytical capacity and government accounting expertise to oversee approximately $2.7 billion in annual operating expenditures (2026/27) through various funding models.
The successful candidate is an excellent communicator and seasoned leader who thrives in complex environments with competing priorities and diverse partnership demands. They are creative, trusted, politically astute and progressive in their leadership. This individual has a proven ability to drive performance, lead through change and crisis, and implement innovative, forward-looking strategies that support organizational goals.
With a deep understanding of strategic and financial planning, governance, and performance management, the successful candidate fosters accountability, builds high-performing teams, and operates with integrity, sound judgment, and cultural awareness, including demonstrated experience working collaboratively with Indigenous partners and incorporating diverse perspectives into decision-making.
