Job Overview
To provide leadership and guidance to investigators located in four regional offices across the province involved in compliance and enforcement of illegal and unlicensed cannabis sales, supply and production to the Cannabis Control and Licensing Act. The Senior Investigator leads inspections and investigations, key projects and initiatives while ensuring they are completed to unit standards and policies. The Senior Investigator develops and establishes project teams in order to carry out inspections and investigations including determining available resources and subject matter expertise as appropriate to ensure operational objectives are met. The Senior Investigator will ensure that the activities of all investigators are conducted in a professional manner and in accordance with the principles of administrative fairness and natural justice, so that the objectives of the legislation are upheld, including protecting public health and safety, preventing young people from accessing cannabis, and deterring criminal activity. The Senior Investigator is a team lead for projects through all phases of inspection or investigation.

Qualifications:
Education and Experience Requirements

  • Degree, Diploma or Certificate in administrative law, investigation and enforcement, or criminology, OR
  • An equivalent combination of education and experience in a related discipline.
  • Five years or more experience in a compliance and enforcement environment.
  • Five years or more experience in leading and conducting inspections/investigations.
  • Experience producing written fact-based evidentiary reports of a complex and technical nature while maintaining confidentiality.
  • Experience in setting up and managing multi-agency task forces.
  • Experience supervising, mentoring and coaching staff.
  • Experience leading, developing and executing operational plans.
  • Experience handling and processing seized property and exhibits.
  • Valid Class 5 BC driver’s licence required.
  • Five years or more (within the past eight years) experience in a compliance and enforcement environment.
  • Five years or more (within the past eight years) experience in leading and conducting inspections/investigations.
  • Experience writing, preparing and obtaining Judicial Authorizations (Search Warrants, Production Orders, Sealing Orders etc.).

    Preference may be given to candidates with:
    • Experience with covert operations and surveillance;
    • Experience in policing (within the last three years);
    • Experience utilizing Major Case File Management;
    • Experience conducting criminal drug investigations; and
    • Experience writing, preparing and organizing search warrants, sometimes involving multiple agencies.

PROVISOS

  • Satisfactory background and security screening to qualify as a Special Provincial Constable. (Must have competed the basic Special Provincial Constable training requirements or equivalent (Canadian Police or Law Enforcement Basic Training).
  • Drive a truck or U-Haul, up to and including 5 tonne.
  • May be required to travel alone, late at night in remote areas of the province, under a variety of weather conditions.
  • Required to work weekends, evenings, on a flexible, as needed, schedule. 
  • Must be able to respond to provocation, threats and intimidation tactics in a professional manner.
  • Must have the ability to sit for long periods in poor conditions (e.g.: weather, outdoor environments) while carrying out observations or surveillance.
  • Required to work in locations that may pose a variety of risks/hazards (e.g. weapons, drug use, clandestine labs, prostitution, organized crime, remote locations, poor weather, etc.).

About this Position:
Amendment (June 17): Posting closing date extended to (July 1).
This is a temporary opportunity until January 2, 2027. This position may be extended.
Flexible work options are available; this position may be able to work up to 1 day at home per week subject to an approved Telework Agreement.
An eligibility list may be established to fill future temporary vacancies.
