Job Overview
Reporting to the Director, Accounting Operations, Financial Practice & Controls, the Manager of Finance Practice and Controls leads a high-functioning team of financial analysts using a risk-based approach to focus on financial quality assurance, internal controls, governance, financial policy, compliance, review, audit, investigation and financial system function and administration. In addition to the supervisory and staff management responsibilities, the position is responsible for the planning, implementation and management of the Ministry Risk Management Framework and Internal Control Standards, leading the development and implementation of a comprehensive compliance review program, providing requested assistance on reviews, audits and investigation services, and delivering sound advice and consultation services on transformation and continuous improvement projects as they relate to ministry risk, financial internal controls, systems, compliance, policy, processes and procedures. The Manager is responsible for managing projects, tasks, and staff concurrently, including oversight of divisional and branch risks and objectives, and keeps the Director informed of critical issues and status of work. The manager works to promote the Financial Services Branch internal control functions, and risk programs by fostering an environment of trust and openness with diverse ministry staff and management.
Qualifications:
Education and Experience Requirements
- Professional accounting designation (CPA or international equivalent)
- Experience analyzing financial data for variances and trends and recommending remedial action.
- Minimum of 3 years of working in a financial management and governance role.
- Minimum 2 years of experience in auditing/reviewing financial practices and developing recommendations to senior management.
- Experience leading and developing diverse teams.
- Experience supervising in a union environment, including performance management reviews.
Preferences:
- Active audit planning and management experience.
- Experience in fraud prevention and detection is preferred.
- Experience managing multi-faceted projects is preferred.

About this Position:
Flexible work options are available; this position may be able to work up to 4 days at home per week subject to an approved telework agreement.
This position can be based in any of the following Ministry of Child and Family Development offices: Nanaimo, Prince George, Vancouver, Victoria, Kelowna, Surrey, Kamloops, Burnaby, Fort Nelson, Fort St. John, Nelson, Port Moody, Vernon, Westbank, Williams Lake
