The Team
The Local Government Infrastructure and Finance Branch is an established team within the Local Government Division that supports local governments across British Columbia through infrastructure funding programs, financial oversight, statutory approvals, and administration of the Local Government Information System (LGIS). The Financial Programs team, within the branch, consists of approximately 14 professionals, including Program Analysts, Senior Program Analysts, Grant Analysts, and Business Analysts who work collaboratively to deliver funding programs, strengthen accountability, and support critical infrastructure investments throughout the province. Known for its expertise, collaborative approach, and commitment to public service, the team plays an important role in helping communities build resilient infrastructure, support sustainable growth, and improve quality of life for British Columbians.
The Role
As the Financial Program Manager, you will provide leadership and oversight for financial and administrative initiatives that support provincial infrastructure funding programs and local government services across British Columbia. Leading a diverse team of analysts, you will oversee the Local Government Information System (LGIS), provide expert advice on financial and program accountability, and support the delivery of complex funding programs that have a direct impact on communities throughout the province. This is a unique opportunity to influence and support significant infrastructure investments, contribute to government priorities, and help ensure local governments have the resources and support needed to strengthen and sustain their communities.
Qualifications:
Education and Experience Requirements

Degree in business, public administration or related field.

An equivalent amount of education and experience may be considered.

Three (3) years’ experience with program design, implementation and evaluation.

Two (2) years’ experience providing comprehensive, integrated policy advice and recommendations at the Executive level.

Experience in research and policy development.
-
Experience with financial/economic analysis.
-
Experience negotiating agreements and working collaboratively in partnership arrangements.

Experience managing programs in a federal/provincial relations context.

Experience with supervision or leadership of project teams.
-
Preference may be given to candidates with additional years of experience beyond the minimum required for the role.

About this Position:
Flexible work options are available; this position may be able to work from home a few days a week subject to an approved telework agreement.
