This is a restricted lateral posting open to employees who hold a Band 3 base position

Job Overview:
Reporting to the Executive Director, SAR Programs, the Manager, Search and Rescue is the provincial leader responsible for all aspects of the development, implementation, evaluation and continuous improvement of the province-wide Search and Rescue (SAR) policy framework. The Manager provides expert advice and recommendations to senior government officials and works in close collaboration with an extensive network of senior leaders representing all levels of government, Indigenous communities, the private sector and the non-governmental organizations to advance the SAR aspects of provincial emergency management objectives, partner on initiatives and improve outcomes for citizens. The Manager works with considerable autonomy and has authority to influence, broker, negotiate and conclude inter-agency agreements. The Manager provides financial oversight to provincial SAR funding agreements and supervises employees.

Qualifications:

  • Must possess a valid FULL BC driver’s license (minimum class 5), or an equivalent class driver's license from another province or jurisdiction.  Please note that this will be verified at the end of the competition.  * Learners “L” and Novice “N” license does not meet the job requirement; AND
  • Post-secondary degree in emergency management, public administration, business administration, operations management or a related field; PLUS
  • A minimum of three (3) years’ recent (within the past seven (7) years), related* experience in a senior emergency management leadership role. 
  • An equivalent combination of education and experience may be considered.

*Related experience must include three (3) years in each of the following:

  • Leading the development and implementation of emergency management or search and rescue policies, programs and projects. 
  • Establishing relationships and working in close collaboration with senior leaders in the public, private, non-profit and/or voluntary sectors.
  • Negotiating interagency agreements.
  • Supervisory experience, including experience leading and coaching multi-disciplinary teams.

Preference may be given to applicants with experience in any of following:

  • Leading emergency activation/deployments (i.e. search and rescue or disaster response). 
  • Leading strategic communications and change management
  • Conflict resolution and facilitation experience (e.g., Critical Incident Stress Debriefing).

Provisos/Willingness Statement: 

  • Work on-call and work extended hours during emergency activations. 
  • Participate in operational deployments throughout the province.
  • Must be willing and able to drive a vehicle

About this Position:
There is one (1) full time permanent position available.
This position can be based out of any of the locations listed above.
Flexible work options are available; this position may be able to work up to two (2) days at home per week subject to an approved telework agreement.
A Criminal Record Check (CRC) will be required.
