Job Overview
Reporting to the Senior Program Evaluation Analyst, the Program Evaluation Analyst is responsible for planning, monitoring, evaluating, and reporting on program performance, and providing recommendations for improvement on PSFS’s labour market programs. These programs support individuals, employers and communities throughout B.C. in their skills training and employment needs. This role directly supports the programs by providing up-to-date feedback information for continued improvement in service delivery and outcomes for those served.

Qualifications:
Education and Experience Requirements

  • Bachelor’s Degree in Public Administration, Business Administration, Statistics, Social Sciences, or related field; OR
  • An equivalent combination of education and/or experience in a related subject matter may be considered.
  • Experience in analyzing, reviewing, and evaluating program performance.
  • Experience engaging with internal and external stakeholders.
  • Experience developing program evaluation or performance measurement recommendations.
  • Experience in using common office software to manage data sets, develop charts and tables.
  • Experience preparing presentations, reports, and briefing notes for executive or program leadership.
  • Experience in conducting quantitative analysis of data including applying statistical analysis techniques.
  • Experience in conducting qualitative analysis of data.


Preference may be given to applicants with:

  • Experience using qualitative and quantitative analytics software (e.g., NVivo, MAXQDA, SPSS, Stata, R, etc.).
  • Experience designing surveys of varying capacity and analyzing survey data.
  • Experience using online survey software e.g. Lime Survey, Qualtrics, or a similar survey software to design surveys of varying complexity.
  • Project management experience (e.g., developing project charters, evaluation plans, etc.)
  • Experience developing and managing program evaluation plans including logic models.

Flexible work options are available; this position may be able to work up to 5 days at home per week subject to an approved telework agreement.
