This is a restricted lateral posting open to employees who hold a Band 3 base position.

Job Overview
The Strategic Advisor analyzes consumption tax policy issues and develops policy options related to areas such as provincial sales tax, motor fuel tax, and tobacco tax. The role evaluates the potential impacts of policy changes, provides comprehensive and objective advice and recommendations to the Minister of Finance and senior leadership, and supports government decision-making through research and analysis. Strategic Advisors help implement approved policy decisions through legislation, regulations, and negotiated agreements, while assessing implications for a wide range of partners. They also build and maintain relationships with partners across government and external organizations, lead major projects, and prepare briefing materials and presentations for senior decision-makers.

Qualifications:
Education and Experience Requirements

  • Post-secondary degree in a relevant discipline (including but not limited to: economics, law, finance, commerce, public administration). 
  • Two years’ experience conducting policy analysis, including identifying options and evaluating implications of potential changes. 
  • Experience providing advice and recommendations to senior staff in both written and verbal form.
  • Demonstrated experience conducting research and analysis.
  • Experience interpreting and applying legislation and/or regulations.
  • An equivalent combination of education and experience may be considered.

Preference may be given to applicants with:

  • 5 plus years’ experience conducting public policy analysis, including identifying options and evaluating implications of potential changes.
  • Graduate degree in a related discipline.
  • Tax policy experience.
  • Experience interpreting and applying tax legislation (e.g., Provincial Sales Tax Act, Carbon Tax Act, Motor Fuel Tax Act, Tobacco Tax Act) or drafting tax-related legislation and/or regulations.
