Job Overview
The Connected Mobility & Transit Branch leads the development of provincial transportation policies, programs, funding initiatives, and intergovernmental strategies related to public transit, active transportation, shared mobility, rural and regional transportation, passenger connectivity, and innovative transportation solutions. 
The Senior Policy Analyst reports to the Manager, Active Transportation. The position leads the evaluation, implementation, and continuous improvement of provincial active transportation programs that support safer, healthier, and more sustainable transportation choices across British Columbia. The position also plays a key role in implementing pilot programs, including the e-kick scooter pilot program.
The role manages a portfolio of education, behaviour change, and mobility initiatives, including programs focused on cycling skills, school travel, bike security, micromobility, and active transportation promotion. Responsibilities include conducting jurisdictional scans and research; engaging interest holders to inform program design; preparing briefing materials and business cases; procuring delivery partners; and overseeing program development, implementation, and performance evaluation. The position also conducts research, performance measurement, and policy analysis; manages funding agreements and stakeholder relationships; and works with finance staff to monitor program expenditures and commitments.
Working closely with local governments, Indigenous communities, non-profit organizations, contractors, and other provincial agencies, the role advances provincial priorities related to active transportation, road safety, climate action, and community multi-modal connectivity. The position provides strategic advice and recommendations to senior management on policies, programs, projects, and investment decisions to support evidence-based program delivery.

Qualifications:
Education and Experience Requirements

  • Master’s degree in public administration, business administration, law, economics, social sciences, natural resource management or a field related to the program area and two (2) years of related experience and related experience, OR 
  • Bachelor’s degree in public administration, business administration, law, economics, social sciences, natural resource management or a field related to the program area and four (4) years of related experience, OR
  • Diploma in public administration, business administration, law, economics, social sciences, natural resource management or a field related to the program area and six (6) years related experience, OR 
  • Certificate or coursework in public administration, business administration, law, economics, social sciences, natural resource management or a field related to the program area and seven (7) years related experience, OR
  • An equivalent combination of education and experience may be considered.

Related Experience must include

  • Experience developing policy, legislation, regulation, funding and or programs recommendations. 
  • Experience conducting policy research and analysis to assess social, economic or political impacts.  
  • Experience working collaboratively with local governments, Indigenous communities, public sector organizations, non-profit organizations, academic researchers, contractors, and cross-disciplinary teams.
  • Experience using research, program evaluation findings, and jurisdictional best practices to inform policy, program, legislative, or regulatory recommendations.

 Preference may be given to applicants with the following:

  • Experience in active transportation, sustainable transportation, climate action, road safety, or related fields.
  • Experience planning, implementing, evaluating, and reporting on education, behaviour change, or mobility programs.
  • Experience in transportation and transit planning, land use planning, sustainable development, long-range strategic planning and regional growth strategies.
  • Experience developing, evaluating or administering transportation funding, grant or investment programs.
